Description
Sources sought for information and planning purposes to identify qualified and experienced sources for an anticipated firm-fixed price contract or task order under NAICS code 541618 with a small business size standard of $15.0M. The Department of the Navy ™s Navy Information Dominance Forces (NAVIDFOR) Fleet Electronic Warfare Center (FEWC) requires contractor support to help standardize and align Electronic Warfare (EW) and Spectrum requirements, resources, and capabilities across all Navy mission areas by managing, coordinating, and implementing Navy EW and Spectrum Management (SM) strategy and policy. The FEWC is a single advocate for EW and Spectrum readiness, requirements, capabilities, and integration at all levels in the Fleet. The focus of the FEWC is to execute the efficient and effective management of EW, and to align and integrate EW and Spectrum Management into the Navy ™s current conventional warfighting mission areas. The anticipated period of performance for an eventual contract or task order, if awarded, is a twelve (12) month base period and three (3) twelve (12) month option periods. Subject to FAR Clause 52.215-3, entitled Solicitation for Information of Planning Purpose, this announcement constitutes a sources sought synopsis for written information only. This is not a solicitation announcement for proposals: a contract will not be awarded from of this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. The Fleet Logistics Center, Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes in an effort to derive a contract vehicle that will provide qualified personnel to support the NAVIDFOR FEWC mission in the following functional areas: Program Management Support EW and SM Subject Matter Expertise Technical and Training Expertise Computer Programming Services shall be delivered at the locations indicated in Section 8.6 of the Performance Work Statement (PWS) (Attachment I). Travel may be required. Refer to draft PWS for additional information. Reponses to this Sources Sought request shall include the following information in this format: 1.Company name, address, point of contact name, phone number, fax number and email address. 2.Contractor and Government Entity (CAGE) Code. 3.If the items can be solicited from a GSA schedule or existing Multiple Award Contract, provide the contract number. 4.Size of business - Large Business, Small Business, Small Disadvantaged, 8(a), Hubzone, Woman-owned and/or Veteran-owned. 5.Capability statement displaying the contractor ™s ability to successfully perform the tasks described in PWS Section 11 and provide personnel with qualifications, experience and clearance level as described in Section 14. Past performance information may be provided to bolster the contractor ™s capability statement. If past performance information is provided, please include only relevant past performance on the same/similar work within the last 5 years. Please also include in past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this sources sought. 6.Comments, questions and recommendations regarding contractor tasking detailed in PWS Section 11 and the skill level, experience and qualifications delineated in Section 14 are encouraged. 7.Include any other supporting documentation deemed necessary. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed five (5) typewritten pages, single-spaced, in no less than 12 font size. Responses should be emailed to Mr. Tom Armstrong at thomas.armstrong@navy.mil by 10:00 AM ET on 20 March 2015. Again, this is not a request for a proposal. Respondents will not be notified of the results. Please note the information within this pre-solicitation synopsis will be updated and/or may change prior to an official synopsis/solicitation, if any, is issued.
