- Z - The General Services Administration (GSA), Greater Southwest Region, Public Buildings Service, intends to negotiate and award a firm-fixed price, sole source contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Services Will Satisfy Agency Requirements, to Patton Contractors,, Inc., 7401 Pebble Drive, Fort Worth, TX, 76118, for Low Voltage, UPS, Critical Power System Phase 2 at the Veteran's Administration (VA) Building in Austin, TX. The North American Industry Classification System (NAICS) Code for this procurement is 236220. The size standard is $33.5 million per year. The estimated period of performance of this contract is for 850 calendar days. The estimated contract value is between $5,000,000.00 and $10,000,000.00. The VA requires installation of the second half of the UPS and switchgear necessary to provide redundant power to the VA Automation Center in Austin. The project picks up where Phase 1 left off, and covers the installation of the second half of the generator paralleling gear, two UPS modules, input and output switchgear, and the low voltage infrastructure necessary to connect the system to utility power. This notice is not a solicitation or request for competitive proposals, nor does it restrict the Government to a specific acquisition approach. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Submission of any of these documents shall be at the contractor's expense. Capability statements shall demonstrate how the source can provide Low Voltage, UPS, Critical Power System Phase 2 at the Veteran's Administration Building in Austin, TX, without substantial duplication of costs to the Government or unacceptable schedule delays. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any responses to this notice shall be submitted to the Contracting Officer, Carrie Haman, via email at carrie.haman@gsa.gov, no later than 2:30pm, Central Time, on March 18, 2015.
