- Q & A Configuration Table L and M Sections CLIN Structure Planning Schedule P-Spec SOW Synopsis: This is a Special Notice with DRAFT documents only; no proposals are being requested at this time. The Marine Corps Systems Command (MCSC), Quantico, VA has a requirement to procure Precision Extended Range Munition (PERM) production rounds. The DRAFT documents included as part of this Special Notice include details on the performance requirements, manufacture, test, and management of a production PERM round. The DRAFT documents associated with this notice lay out the planned strategy and execution plans for the PERM production effort. The Government has included a "PERM Q&A" Microsoft excel document to capture Government questions to vendors, as well as a means for the vendors to submit questions to the Government while this Pre-Solicitation period is open. The Government requests that all questions be submitted via the template provided within 7 calendar days of this notice being posted. All Government responses to vendor questions will be posted on the Federal Business Opportunities website https://www.fbo.gov for public review, without attribution to the source. MCSC plans on releasing a Request for Proposal (RFP) with the intent of awarding a contract with multiple CLIN types to include: FFP, FIP, Labor hours, Cost, and ODCs to a single vendor. Award will be made to the responsible offeror whose offer represents the best value to the government, taking into consideration technical, price, past performance, and associated sub-factors as identified in the DRAFT sections L and M. This procurement will be conducted using full and open competition. Evaluation factors will be set forth in the RFP. It is anticipated that RFP No. M67854-15-R-6007 will be issued on or around April 29, 2015 and will be posted on the Federal Business Opportunities website. The online version of the RFP will include all documents of the solicitation package. At the time of release, no hard copy of this RFP will be available. Amendments, if any, will be posted at the same location as the RFP. The complete RFP package, including amendments, should be downloaded and reviewed prior to submitting a response. In order to be eligible for award, interested parties must be registered into the System For Award Management (SAM), https://www.sam.gov. The proposal shall be submitted in hard copy form as well as an electronic submission, as identified in section L. It is the responsibility of those responding to the RFP to obtain all amendments and/or other applicable documents. MCSC anticipates only answering questions or comments from the current two PERM contractors related to the draft RFP. The Government may hold One on One meetings with the current two PERM contractors. NO PHONE CALLS WILL BE ACCEPTED ONCE RFP IS OFFICIALLY RELEASED.
