Description
Synopsis: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, quote mark Request for Information or Solicitation for Planning Purposes quote mark this RFI is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of USAMRMC. This RFI is not expected to be a request for proposal (RFP), or an invitation for bid, nor does it restrict the Government to an ultimate acquisition approach. This notice is for information purposes only, and is not to be construed as a commitment by the Government. No evaluation letters and/or results will be issued to the respondents. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. NO PHONE CALLS PLEASE. If a solicitation is released, it will be synopsized in FedBizOpps at https://www.fbo.gov. It is the responsibility of any potential offeror to monitor this site for the release of any solicitation or synopsis. Background: The Defense Medical Research and Development Program (DMRDP) allocates Defense Health Program (DHP) Research, Development, Testing, & Evaluation (RDT&E) grants and contracts. DMRDP is the focal point for all DHP medical research and development actions and communications. In addition to active duty military needs, the Defense Health Agency (DHA) manages some of the medical treatment facilities and health insurance for military retirees/dependents. DHA supports medical research and development through the DMRDP. One of the current focus areas is on restoration of eye sight, as well as advancing eye care. Within the DMRDP, the Joint Program Committee (JPC)-8 for Clinical and Rehabilitative Medicine Research Program has an Ocular Therapies Research & Development Program portfolio. These portfolios align with the Joint Force Health Protection Initial Capabilities Document, the Clinical and Rehabilitative Medicine Initial Capabilities Document, and the capability gaps identified by the JPC-8 Vision Scientific Steering Committee. The capability gap identifies the need for medical technologies that mitigate and treat traumatic injuries, war-related injuries, diseases to ocular structures, and the visual system. This RFI is part of an ongoing effort to assess promising technologies that will fill these identified gaps. Objectives and Purposes: The USAMRMC is seeking information on technology solutions for temporary corneal repair in the treatment of traumatic ocular injury and/or non-healing corneal ulcers from as early as the point of injury, to definitive medical care. Submission Requirements: Interested firms are encouraged to submit a white paper (statement of capabilities) in response to this RFI even if a product does not meet all the requirements at this time. Submission should address: 9.1.A description of the technology (e.g., composition or material, size specifications, duration of use, application and removal methods, visual clarity with device in place, compatibility with typical ocular drugs, principle of operation, mechanism of action for achieving intended effect); 9.2.Indications for use applicable to treatment of traumatic corneal injuries, large corneal defects or non-healing ulcers; 9.3.Current status of regulatory clearance, license or approval for sale in U.S. or foreign markets, including relevant products with other indications for use; 9.4.Estimated timeline for technology development and deployment/product launch; 9.5.A description of any other product features in addition to primary role for temporary corneal repair (e.g., drug delivery); and 9.6.Information on manufacturing capability (e.g., production capacity, use of contract manufacturers, Quality System Regulation/current Good Manufacturing Practice capability). Response Due Date: Interested parties should submit the RFI response electronically by 3:00 pm (EST) 3 April 2015 via e-mail to Michael Ursone at Michael.a.ursone.civ@mail.mil. Instructions to Responders: Interested firms should submit a 1-3 page white paper for each appropriate product (with additional sheets for diagrams as necessary) describing current or planned development efforts for Temporary Corneal Repair as described in section 9. The white paper should include the RFI number, company name and address, and name of a point of contact with their phone number and email address. The subject header of the email for the RFI response shall be: USAMRMC/ USAMMA Technology Solutions for Temporary Corneal Repair. All information regarding capabilities statements or any other proprietary information relative to this RFI shall be marked appropriately. Neither unsolicited proposals, nor any other offers will be considered in response to this RFI. Responses to this notice are not considered offers, and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained.
