Description
The Mission Installation Contracting Command (MICC) - Fort Eustis will conduct an Industry Day to discuss an anticipated Request for Proposal (RFP), for the procurement of the training services for the Mission Command Training Program (MCTP). The purpose of this Industry Day is to engage industry in an interactive way to gather additional information to support ongoing market research efforts. The Mission Command Training Program (MCTP) conducts or supports combined arms training that replicates Joint-Interagency-Intergovernmental-Multinational Operations in a full spectrum Contemporary Operational Environment (COE), at worldwide locations, in accordance with the Army Forces Generation Model, for Brigades, Divisions, Corps, ASCC, Joint Forces Land Component Commands (JFLCC), and Joint Task Forces (JTF) in order to create realistic training experiences that enable the Army's Senior Commanders to develop current, relevant, campaign-quality, joint and expeditionary mission command instincts and skills. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. This is an opportunity for interested potential Offerors to attend an Industry Day hosted by MICC - Fort Eustis and MCTP to briefly discuss the future DRAFT Request for Proposal (RFP). MICC - Fort Eustis and MCTP are conducting additional market research to identify reasonable alternatives that enhance the overall level of competition, expand prime or subcontracting opportunities for small businesses, generate significant cost savings for the Army and/or enhance the Army's ability to plan, manage and execute the AWG Operations Support contract. The conceptual business arrangement is: The Government anticipates awarding an unrestricted single award Cost Plus Fixed Fee (CPFF) with cost CLINS for MCTP Training Services, Travel, Shipping, and Relocation Expenses. The period of performance is a three (3) month phase-in, 9 month base year and four (4) one year option periods. The estimated value of the contract award is between $350-$400 million. The North American Industry Classification System (NAICS) code is 541519 with a size standard of $27.5 million. a. Please Identify any reasonable alternatives for organizing, competing and administering the following on MCTP contract that would allow more prime contractors to participate in the competition. b. Please review and provide comments/suggestions on the PWS to identify any inconsistencies or areas that need additional information in order to allow maximum participation by industry. c. The Government seeks new and innovative suggestions regarding the approaches to accomplishing the PWS, both in terms of the end result of the services, and in terms of saving money. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. The Army will not assume liability for cost incurred by any attendees, travel expenses or marketing efforts. ALL questions/answers and Government slides shall be posted via FedBizOpps. The Government will be providing a briefing session beginning at 0900 CST on Tuesday, April 7, 2015 at the Mission Command Training Program located at Kearney Ave, Fort Leavenworth, KS 66027. This briefing session will include an overview of the MCTP mission and address questions submitted by industry. A second Industry Day is scheduled for 4 June 2015 at Fort Hood, TX.
