- SOURCES SOUGHT ANNOUNCEMENT The 4th Contracting Squadron (4 CONS) i s seeking sources to provide 100 LL Aviation Fuel to support the 2015 Wings over Wayne Open House/Air Show. CONTRACTING OFFICE ADDRESS: 4th Contracting Squadron 1600 Wright Brothers Ave Seymour Johnson AFB NC 27531 INTRODUCTION: This is a SOURCES SOUGHT to determine the availability and technical capability of large and small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The 4th CONS is seeking information for potential sources for a contractor that will be required to furnish all tools, materials, labor, equipment, transportation, storage and any related items and logistics necessary to supply aviation fuel during the 2015 "Wings over Wayne" Air Show/Open House being held on 16 and 17 May 2015. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. REQUIRED CAPABILITIES: The following materials are to be provided by the contractor: •a. 4,000 Gallons of prepaid 100LL Aviation Fuel for the weekend. •b. Ability to provide additional fuel on short notice if required for the weekend. •c. Truck to transport fuel and personnel to refuel aircraft for both days, starting at 0800 through 1700 on Seymour Johnson AFB. •d. All labor to store, dispense, and manage records of dispensed fuel. SPECIAL REQUIREMENTS: N/A NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 488190 with a corresponding size standard of $32.5M. SUBMISSION DETAILS: Responses should include: 1) Business name and address; 2) Name of company representative and their business title; 3) Large or Small Business Size and Type of Small Business (if applicable); 4) Cage Code; 5) DUNS Number; 6) Interested businesses should submit a brief capabilities statement package (no more than three pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format. Vendors who wish to respond to this should send responses via email NLT 4:00 PM EST by 13 March 2015 to john.parker.24@us.af.mil and kyle.donah@us.af.mil, or mailed and addressed to: 4th Contracting Squadron/LGCB, Attn: SSgt John Parker, 1600 Wright Brothers Avenue, Bldg 3010, Seymour Johnson AFB, NC 27531-2459. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing sources sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
