All questions/requests for clarifications should be in writing. No questions accepted after 4:00 pm PST, March 4, 2015. STATEMENT OF WORK LOGISTICS SERVICES IN THE RUSSIAN FEDERATION 1.0 GENERAL OBJECTIVE/SCOPE Battelle, Pacific Northwest National Laboratory, requires logistics support for travel related services for personnel traveling throughout the Russian Federation in support of Battelle's International Material, Protection, and Cooperation (IMPC) program and other PNNL programs conducting business in the Russian Federation. The Contractor is required to coordinate and execute a variety of tasks in the Russian Federation in support of these activities. These activities center on in-country logistics and personnel support in the Russian Federation. This Statement of Work describes the primary services to be provided. 2.0 TASKS 2.1 Transportation Services for U.S. Travelers PNNL personnel travel to the Russian Federation for business purposes. This travel includes U.S. staff traveling to Russia and Russian site/project personnel traveling to meet with U.S. project teams. Logistical support for transportation required for these efforts include: • Airport meet and greet services (typically at either of Moscow or St. Petersburg airports), • Ground transportation for travelers from the airport to local hotels or other in-country destinations, • Ground transportation for travelers between hotels, cities, or facilities within Russia, and • Arrangement for in-country air or rail transportation (including ticket reservations and reservations for hotels/accommodations). The Contractor shall ensure that the safety of the travelers is first priority. With regard to ground transportation, the following steps shall be taken prior to transport to ensure this goal: • Vehicle(s) shall be mechanically safe and periodically inspected. • Vehicle(s) shall include manufacturer installed and working seat belts available for all Team members in vehicle. • Vehicle(s) shall include heating and air conditioning. • Driver(s) shall be qualified and have applicable license or certificates for region, state, nation where operation will take place. • Driver(s) shall not be under the influence of drugs or alcohol at any time when transporting travelers. • Driver(s) shall prioritize safety over schedule. Excessive speeds will not be tolerated. • Driver(s) should have a good overall knowledge of routes planned to be taken and avoid areas containing environmental, industrial or other types of hazards. 2.2 Equipment/Meeting Services Travelers will often need equipment to support their business efforts, and may need support to arrange meeting facilities. Logistical support required in this area includes: • Cell phone rental, • Computer rental, • Meeting room/conference room facilities arrangement, • Internet, international voice service, fax, copying, etc., • Conference room equipment/supplies (e.g., whiteboard, markers, overhead projectors, etc.), and • Light refreshments, water, and/or meals during conferences, as needed. 2.3 Other Services In addition to the main services listed above, the Contractor shall provide other miscellaneous services, such as: • Assistance for lost visa/passport, • Running errands, • Assistance locating or replacing lost luggage, • Assistance in exchanging tickets, • Emergency medical assistance in country (including finding a doctor and transportation to medical assistance), 3.0 DELIVERABLES Written estimates shall be provided to the designated Battelle Contract Specialist. Estimates shall be reviewed and approved by Battelle project management. Invoices shall be submitted in a timely manner, within 45 days of completion of logistical support. Invoices shall include copies of all requisite travel related receipts.
