Description
This is a notice of intent to award a Sole Source Procurement. The 25 AF/PK intend to negotiate a Firm Fixed Price (FFP) contract on a sole source basis with Northrup Grumman Systems Corporation, 4807 Stonecroft Boulevard, Chantilly, Virginia, 201515-3822. The primary objective of this effort is to requirement for maintenance and support of an Oracle relational database, interfacing software tools development, data mining, database modernization, data tracking, and software engineering support. These services are in support of the Air Force Technical Applications Center (AFTAC). The required services are available from only one source with the intimate working knowledge of the current software suite and hardware systems. Northrup Grumman Systems Corporation currently possesses the sole experience and technical capabilities to execute the mission requirements. This sole source acquisition is justified under FAR 6.302-1. This requirement is not considered commercial in nature and any resultant contract will be awarded in accordance with FAR Part 15. The anticipated contract period of performance will be 1 April 2015 - 31 May 2015. The North American Industry Classification System (NAICS) code for this procurement is 541511 and the size standard is $27.5M. AFFARS clause 5352.201-9101, Ombudsman (Apr, 2014) is applicable. (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Christopher S. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
