Description
THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THIS IS NOT A REQUEST FOR OFFERORS OR PROPOSALS. THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. INFORMATION RECEIVED WILL BE USED TO DETERMINE THE AVAILABILITY OF TECHNICALLY CAPABLE AND OTHERWISE RESPONSIBLE FIRMS THAT WOULD BE INTERESTED IN SUBMITING OFFERS. The General Services Administration (GSA), Public Buildings Service (PBS), Design and Construction Division is conducting a market survey and is seeking competent and qualified firms to provide Commissioning Agent (CxA) services for the Byron White Limited Scope Project located in Denver, Colorado. GSA is seeking a CxA firm with management experience in the procurement, construction, and post-construction phase for this project. An award of the Commissioning Agent (CxA) Services contract is anticipated for May 2015. Anticipated start date for construction is anticipated for September 2015. The current estimated CxA contract value is between $100,000 and $250,000. The estimated construction value is between $10,000,000 and 15,000,000. The estimated construction duration is approximately 24 months after issuance of the notice to proceed. The North American Industry Classification System (NAICS) code for this procurement will be 541330. The Small Business Size Standard is $15.0 million. SCOPE OF SERVICES CONSTRUCTION PROCUREMENT PHASE: CxA shall provide minimal assistance in reviewing the Request for Proposal (RFP) for construction procurement, attend and participate in the pre-proposal conference and site visit, review offeror questions (RFI's, clarifications, etc...) and advise GSA on recommendations. CxA shall also, during the bidding phase provide the following services: 1. Catalogue Systems and Assemblies to be Commissioned. Prepare and provide a comprehensive list of project systems and assemblies for review and acceptance by GSA. Since the Reference BOD is being used for this solicitation, special care should be taken to enumerate and catalog any critical information not yet listed in the Reference BOD. 2. Project Master Schedule. Review and provide input to the project master project schedule regarding commissioning activities and milestones.. Commissioning Plan / Updates. Develop a commissioning plan and maintain and refine it throughout the entire project. Submit an updated commissioning plan in preparation for the Construction Stage. Commissioning Specifications. Develop full commissioning specifications for all equipment to be commissioned in accordance with The Building Commissioning Guide. Coordinate this with the Project Delivery Team, and integrate the commissioning specifications into the overall project specification package. The commissioning specification shall include general commissioning requirements common to all systems and assemblies, and a detailed description of the roles and responsibilities of all parties, details of the commissioning process; reporting and documentation requirements, including formats; alerts to coordination issues, deficiency resolution; construction checklist and start-up requirements; the functional testing process; specific functional test requirements, including testing conditions and acceptance criteria for each piece of equipment being commissioned. The specifications shall clearly indicate who is witnessing and documenting the start-up of each commissioned system. The specifications shall identify who is writing, directing, conducting, and documenting functional tests and regulatory-required tests. This may vary between systems, especially between electrical and mechanical. Provide language to enhance the current project specifications to ensure comprehensive controls submittals, full control Construction Contractor accountability for documented point-to-point checkout and commissioning participation, comprehensive test, adjusting and balancing, full Construction Contractor documentation of start-up and supervisor training and O&M manual documentation. Review the project specifications and provide comments and additional language, as needed, for the qualifications, submittal requirements, test, adjust and balance specifications, training requirements, and operations and maintenance and system manual requirements. Write step-by-step functional test procedures and documentation formats for all commissioned equipment and assemblies. Test procedures shall include manual functional testing and energy management control system trending, and may include standalone data-logger monitoring. Define the number or frequency of Construction Stage commissioning progress meetings and site visits. Testing and Inspection Plan. Develop a testing and inspection plan, defining all special testing requirements and procedures, to be coordinated with and reflected in construction documents and the Construction Delivery phase commissioning services contract. Include sample percentages for testing of high-count multiple equipment items not to be 100 percent tested. Incorporate the testing and inspection plan as an appendix update to the commissioning plan. CONSTRUCTION STAGE: The Contractor shall provide the following services throughout the Construction Delivery Phases. Pre-Construction Conference: Attend and participate in a pre-construction conference. Commissioning: Coordinate and direct the commissioning activities in a logical, sequential, and efficient manner using consistent protocols and forms, centralized documentation, clear and regular communications and consultations with the Project Delivery Team. Ensure that commissioning activities are incorporated into the master construction schedule and timelines are frequently updated. Test and verify that installed systems and assemblies operate and function in a manner that meets performance objectives of the Program of Requirements, Basis of Design, and contract documents. Commissioning Plan Updates: Maintain and refine the commissioning plan throughout the entire construction delivery phase. On a monthly basis, submit the commissioning plan with updates, if any. Commissioning Schedule: Maintain and update a commissioning schedule, coordinate with the Project Delivery Team to ensure that commissioning activities are being executed and completed. Commissioning Progress Meetings, Site Visits, and Project Meetings: Plan and conduct monthly commissioning progress meetings and distribute meeting minutes. Prepare and distribute monthly commissioning progress reports, perform site visits to observe equipment and system installations. Attend selected construction, planning, progress, and job-site meetings to obtain information on construction status. Review construction meeting minutes for revisions, substitutions, and/or issues relating to the commissioning process, and assist in reconciliation. Submittals, Requests for Information, and Change Orders: Review submittals, requests for information, and change orders that apply to equipment and systems being commissioned for compliance with construction documents, the Program of Requirements (POR) and the Basis of Design (BOD). Ensure construction coordination as related to commissioning. Review coordination drawings to ensure that construction trades are making a reasonable effort to coordinate. Commissioning Testing and Inspection Procedures: Request and review additional information required to perform commissioning tasks, including operations and maintenance (O&M) materials, and project start-up and checkout procedures. Before start-up, gather and review the current control sequences and interlocks, and work with the Project Delivery Team until sufficient clarity has been obtained in writing for documentation of detailed testing procedures. Prepare and submit step-by-step commissioning test procedures for commissioned systems, including pre-functional test (PFT) procedures, functional performance test (FPT) procedures, and documentation forms and construction checklists for all commissioned equipment and assemblies. Test procedures shall include manual functional testing and energy management control system trending, and may include stand-alone data-logger monitoring. Prepare and submit an enhanced start-up and initial systems checkout plan for commissioned equipment. Construction Checklists: Write and distribute construction checklists for commissioned equipment and systems, and coordinate with the Project Delivery Team. Review documents and perform selected site observations to verify and document completion of construction checklists. Commissioning Testing and Inspection: Provide independent commissioning testing and inspection, including, but not limited to, the following tests: Sequence testing of HVAC central plant, condenser water system, and air distribution, Emergency generator load test (provide load bank to simulate building EM power loads), Emergency generator actuation test (simulate building power failure), Building pressurization test, Refrigeration/heating/air handling load test, HVAC system controls test, Smoke test. Provide retesting and re-inspection as required if initial testing and inspection indicates performance deficiencies. Verify proper installation of commissioned components and systems. Incorporate functional testing records for commissioned systems and assemblies in the commissioning report. Witness HVAC piping pressure test and flushing, to ensure that proper procedures were followed. Include testing documentation in the Commissioning Record. Document systems start-up by reviewing start-up reports and by selected site observation. Coordinate functional performance testing for all commissioned systems and assemblies and compile test data records. Witness and document manual function performance tests performed by the Construction Contractor for all commissioned systems and assemblies. The functional performance testing includes operating the system and components through each of the written sequences of operation, and other significant modes and sequences, including start-up, shutdown, unoccupied mode, manual mode, staging, miscellaneous alarms, power failure, security alarm when impacted, and interlocks with other systems or equipment. Sensors and actuators shall be calibrated during construction check listing by the Construction Contractor, and spot-checked by the commissioning provider during functional testing. Analyze functional performance trend logs and monitoring data to verify performance. Coordinate retesting as necessary until satisfactory performance is achieved. Tests on respective HVAC equipment shall be executed during both the heating and cooling seasons, if possible. However, some overwriting of control values to simulate seasonal conditions shall be allowed. Functional testing shall be done using conventional manual methods, control system trend logs, and readouts or standalone data loggers, to provide a high level of confidence in proper system function, as deemed appropriate by GSA. After manual testing and initial trouble shooting are complete, monitor system operation and performance for selected data points for up to two weeks by requesting trend logs from the Construction Contractor from the building automation system. For needed system points not able to be trended by the building automation system, furnish and install temporary portable data loggers that will monitor up to 20 points. Analyze monitored data to verify operation and performance, and issue a written report. This time frame and monitoring points may be modified to commission the building accurately. Commissioning Inspection Reports: Coordinate functional testing for all commissioned systems and assemblies. Witness and document manual functional performance tests performed by the Construction Contractor for all commissioned systems and assemblies. Commissioning Test Certifications: Assemble and review all commissioning test certifications described in the testing and inspection procedures, for incorporation in the commissioning record. Commissioning Issues Log: Maintain a master issues log and a separate record of functional testing. Report all issues as they occur. Provide written progress reports and test results with recommended actions. Assure resolution of failures reported in the commissioning issues log and document all resolutions. TURNOVER PROCESS: Turnover Commissioning Record. Prepare and submit three (3) hardbound copies and three electronic copies of a Turnover Commissioning Record. Systems Manual. Prepare and submit a systems manual to provide information to understand and optimally operate commissioned systems for facility operating staff. Punch-List. Review and comment on the punch-list documenting remaining work related to commissioning. Conduct follow-up inspections to confirm resolution of commissioning punch-list items. Operations and Maintenance Manuals. Review and ensure operations and maintenance manuals clearly explain operation of commissioned systems and equipment, calibration requirements, and maintenance procedures. Warranties, Guarantees, and Certificates. Review equipment warranties to ensure that GSA responsibilities are clearly defined. CLOSEOUT STAGE: Operations/Service Phase Commissioning. Observe opposite season and/or deferred testing and deficiency corrections and provide the testing documentation for the final commissioning record. Prepare a post-construction review/re-inspection report documenting the Operations/Service Phase commissioning activities. Ten months after substantial completion, perform the following services: Review the operating conditions of all major equipment, identifying those changes necessary to operate the building as designed, review with facility management staff the current building operation and the condition of outstanding commissioning issues related to the original and seasonal conditions/adjustments, interview operations and maintenance staff to identify/document problems in operating the building as intended, provide suggestions and recommendations for improvements to O&M manuals, identify problem areas under contractor's and/or manufacturer's warranties, assist facility management staff in developing reports and documents to support requests for warranty services to remedy outstanding problems. Final Commissioning Report. Prepare and submit a final commissioning report. In addition to those items detailed in the Turnover Commissioning Record, the report shall include at a minimum the following: A statement that systems have been completed in accordance with the contract documents and that the systems are performing in accordance with the final Program of Requirements document, identification and discussion of any substitutions, compromises, or variances between the final design intent, contract documents, and as-built conditions, description of components and systems that exceed Program of Requirements and those which do not meet the requirements and why, summary of all issues resolved and unresolved and any recommendations for resolution, post-Construction activities and results including deferred and seasonal testing results, test data reports, and additional training documentation, lessons learned for future commissioning project efforts, recommendations for changes to GSA standard test protocols and/or facility design standards (i.e., GSA PBS P-100, GSA PBS The Building Commissioning Guide, etc.) Commissioning contractors capable of performing as a prime contractor that meet the requirements stated above are encouraged to submit capability statements no more than five pages in length. Capability statements must include the following information. 1.Name, address, business size, and annual revenue for the past 3 years. 2.Company status: 8(a), HUBZone, SDVOSB, large business, etc. 3.Affiliate information: parent company, joint venture partners, potential teaming partners. 4.A positive statement of your intention to propose as a prime contractor on any solicitation that may be released as a result of this sources sought notice. Interested firms having the capabilities necessary to meet or exceed the stated requirements are encouraged to submit responses addressing each of the criteria (1-4) as stated above. All responses shall be submitted to Rhonda Nelson at rhonda.nelson@gsa.gov no later than 4:00 PM, MST, March 12, 2015. Please reference "Byron White CxA Sources Sought" in any email response. A Contracting Officer's determination will be made to set any projects aside, resulting from this notice, for small or disadvantaged businesses from the qualified sources submitted from this request; therefore, all interested firms are encouraged to submit a response. All firms responding to this sources sought notice are advised that their response to this notice will not be considered for award, all interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.
