- This pre-solicitation notice is prepared in accordance with FAR Subpart 5.204 as supplemented with additional information included in this notice. The purpose of this notice is to publicize the intension of the Naval Supply Systems Command Fleet Logistics Center San Diego (NAVSUP FLCSD) of issuing a competitive solicitation under Request for Proposal (RFP) No.N00244-15-R-0011 during the week of March 16, 2015 through the Navy Electronic Commerce Online (NECO) Website at link: https://www.neco.navy.mil/ and FedBizOpps Website at: http: www.fedbizopps.gov. The primary North American Industry Classification System (NAICS) code for this procurement (in accordance with Seaport-E rolling admissions) is 332322 with a size standard of 500. The contract term will be a base period with a potential of four one-year option periods. The anticipated award date is 17 May 2015. The resulting contracts are anticipated to be Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contracts (MAC). NOTES: Please note that this notice does NOT constitute a Request for Quote (RFQ). PROJECT INFORMATION: The contractor will provide labor and materials to renovate various spaces aboard US Naval ships. These spaces are primarily, but not limited to, habitability spaces. The spaces may include, but are not limited to: heads, berthing compartments, staterooms, offices, lounges, ship store, barber shop, galley/mess room/wardroom, supply storage area, library, chapel, etc. Renovations may include, but are not limited to: overheads, decks, bulkheads, furniture, rearrangements, new arrangements, fabrication of shipboard furniture and food service items, installations, removals, etc. This effort is required to accomplish habitability interior design upgrades that do not include major alterations, installations, modifications, repairs, and upgrades to spaces, systems, and components. Contractor shall be responsible for compliance with all naval directives pertaining to the manufacture, installation, and material requirements for shipboard habitability spaces. A Delivery Order will specify specific requirements if necessary. The period of performance will include one (1) year base period and 4 one (1) year option periods. The base period is anticipated to begin on 18 May, 2015. Total contract period of performance is five years, if all options are exercised. The solicitation document will be posted on the Navy Electronic Commerce Online (NECO) Website at link: https://www.neco.navy.mil/ and FedBizOpps Website at: http: www.fedbizopps.gov. It is the responsibility of interested parties to register with NECO and/or FedBizOpps to download the synopsis, solicitation, all attachments and solicitation amendments. No solicitation mailing list will be issued. Offerors are encouraged to review the referenced websites frequently, for updates and potential amendments to any and all documents. No paper copies of the RFP and its attachments or amendments will be provided. The RFP will include instructions for preparation of offerors proposal, the performance work statement, attachments, and evaluation criteria for proposals. Contractor registration is mandatory for offerors in the System for Award management (SAM) Website: https://www.sam.gov/. Ensure completion of On-Line Representations and Certifications (ORCA). Only email communications to the Contract Negotiator will be accepted; no phone call communications or personal office visits with NAVSUP FLCSD or its internal and external customers regarding issues or questions pertaining to this procurement will be accepted for the duration of the solicitation, evaluation and the award process.
