- Amended Combined Synopsis/Solicitation for OS147335 (i) This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. (ii) The Requisition number is: OS147335 and is issued as a Request for Quote (RFQ). (iii) This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-78. (iv) The North American Industrial Classification System (NAICS) code is 812930, and the small business size standard is $35.5M. Please identify your business size in your response based upon this standard. (v) The PROGRAM SUPPORT CENTER (PSC) is soliciting to lease twenty (20) unreserved parking spaces at the MarcParc garage located at 8455 Colesville Road, Silver Spring, MD 20910. (vi) Description of Requirement: The Division of Commissioned Corps Personnel and Readiness (DCCPR) has a need for twenty (20) unreserved parking spaces with 24/7 access and a security guard at DCCPR office space located at 8455 Colesville Road, Silver Spring, Maryland. (vii) Period of Performance: The period of performance is from April 1, 2015 through March 31, 2016. (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation-Commercial Items applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror who provides the lowest price and is technically acceptable. (LPTA). Offerors must meet all evaluation criteria to be considered technically acceptable. The evaluation criteria are the minimum requirements described in (xii) as follows: location is 8455 Colesville Road, Silver Spring, MD, access to a parking facility between the hours of 6:00 am to 7:00 pm to accommodate workers on early morning and late evening/afternoon work schedules; on-site security guard and gated garage; and covered/closed parking. (x) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (NOV 2014), with its offer or acknowledge its listing in the System for Award Management (SAM) website. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (MAY 2014), applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (OCT 2014), applies to this acquisition. This Statement is for Information Only: It is not a Wage Determination Employee Class Hourly Wage Fringe Benefits 27101 - Guard 1 $15.38 $5.05 31260 - Parking and Lot Attendant $13.70 $4.50 (xii) Sole Source Justification - The Department of Health and Human Services (HHS), Program Support Center, Acquisition Management Services, on behalf of the Division of Commissioned Corps Personnel and Readiness (DCCPR) intends to negotiate and award a firm fixed price purchase order on a sole source basis to MarcParc. MarcParc is the only parking company located at the DCCPR's offices at the Silver Spring Centre, 8455 Colesville Road, Silver Spring, MD. MarcParc meets the following minimum requirements: location is 8455 Colesville Road, Silver Spring, MD, access to a parking facility between the hours of 6:00 am to 7:00 pm to accommodate workers on early morning and late evening/afternoon work schedules; on-site security guard and gated garage; and covered/closed parking. (xiii) The clauses at FAR 52.232-40, Providing Accelerated Payments to Small Business Subcontractors (DEC 2013); HHSAR 352.203-70, Anti-Lobbying (MAR 2012); and HHSAR 352.222-70, Contractor Cooperation in Equal Employment Opportunity Investigations (JAN 2010), apply to this acquisition.
