Description
In accordance with Federal Acquisition Regulation (FAR) Part 5, this synopsis is for medical support services for the Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA)/Center for Domestic Preparedness (CDP) located in Anniston, AL. The FEMA/Acquisition Operations Division/Preparedness Section intends to award a firm-fixed-price contract award under the authority of FAR Part 15. The objective of this procurement is to obtain reliable, efficient, and effective medical support services. No Solicitation or Request for Proposal (RFP) is currently available. This will be an 8(a) competitive acquisition. The 8(a) competitive solicitation will be made available via the internet at http://www.fedbizopps.gov on or about March 2, 2015, with proposals being due about 30 days later. It is the responsibility of interested firms to monitor this internet site (www.fedbizopps.gov) for the release of this solicitation as well as any amendments or questions and answers related to this procurement. The NAICS code is 621999- All other miscellaneous ambulatory health care services. The Small Business Size Standard for this NAICS is $15.0 million. Any responsible 8(a) concern may submit a proposal that will be considered by the Government. This pre-solicitation notice does not commit the Government to the issuance of a solicitation or award of a contract. No paper copies of the solicitation will be available. No phone calls or facsimile transmissions will be accepted. A firm-fixed-price contract award is anticipated. Award will be based on best value using trade-offs. The Period of Performance is estimated as follows: a 30 day transition period, followed by 11 months of services for the base period. The contract will also include four (4) 12-month option periods. The anticipated contract start date is July 1, 2015. The Center for Domestic Preparedness is a national training facility located in Anniston, Alabama, that prepares state and local emergency response personnel to respond to all hazards, including terrorist attacks using weapons of mass destruction by providing advanced, hands on training. This national training program was developed for state, local, tribal, Federal, private sector and international responders from Fire Service, Law Enforcement, Emergency Medical Services, Emergency Management, HazMat, Public Health, Healthcare, Public Communications, Public Works and Government Administrative and other emergency response personnel, their trainers and supervisors. Training courses provided by the CDP provide specific knowledge and expertise for deterrence, prevention and response to Weapons of Mass Destruction (WMD) incidents. The intention of this requirement is to obtain contracted medical support services in support of the Department of Homeland Security/Federal Emergency Management Agency /National Preparedness Directorate/Center for Domestic Preparedness. The contractor shall provide all support services as identified in the performance work statement. The objective of this procurement is to obtain reliable, efficient and effective services by applying a sound management and technical approach that will provide the best value and meet the objectives described in the performance work statement. Medical services include but are not limited to occupational health and medical surveillance; emergency response to medical and trauma emergencies; laboratory operations to conduct Red Blood Cell (RBC) Cholinesterase (ChE) testing; evaluation and stabilization of injured CDP employees and students; provide emergency stabilization and transport of students, contractors and federal staff resulting from an exposure to Chemical or Biological Agent(s) at the Chemical Ordinance Biological Radiological Training Facility (COBRATF); and other medical emergencies to a designated local area medical facility. The incumbent contractor for this requirement is S M Resources Corporation, 10104 Senate Drive Suite 202, Lanham, MD 20706-4393, under contract number HSFEEM-10-C-0279, with a total value of $8,853,681.87 for a base year and four (4) one year options (total of 5 years). A Request for Information (RFI) was previously posted on FBO on July 3, 2014 for this requirement. The Acquisition Planning Forecast System (APFS) number is F2014022900, which was posted to the Acquisition Planning Forecast System (http://apfs.dhs.gov/). Please note that the Dollar Range specified in the published APFS was incorrectly stated as $10M - $20M. It should have stated a range of $5M - $10M. Pre-award site visit: For planning purposes for interested contractors, a pre-award site visit at the Center for Domestic Preparedness, Anniston, AL is anticipated in mid-March 2015. More details will be included in the RFP. No response is required as a result of this pre-solicitation notice. This is a notice only.
