- The Naval Undersea Warfare Center (NUWCDIVNPT) Contracts Department, 1176 Howell Street, Bldg. 1258, Newport, RI 02841, intends to issue a 100% set-aside for Small Business solicitation for the manufacture, test, inspection, and delivery of assembly kits wherein each kit will be comprised of a Sleeved Aft Bulkhead Assembly, a Flushing Tube Assembly, and a Rupture Disk Assembly. The kits will be used in the upgrade of the MK48 Heavyweight Torpedo Engine. Currently, the Torpedo Systems' Department has a requirement to procure MK48 Heavyweight Torpedo components that were approved to upgrade the existing Torpedo inventory. The assembly kits will support the efforts presently underway with Ordnance Alteration (ORDALT 11007) designed to improve the capabilities of the MK48 Heavyweight Torpedo Engine. It is anticipated that a minimum of 50 and a maximum of 700 assembly kits will be procured throughout the life of the contract to support outstanding torpedo's which have not been upgraded with the assembly kits and additional spares to support Fleet demand. The NAICS for this requirement is 332710 with a size standard of 500 employees. The resultant contract will be a five-year Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract with Firm Fixed Pricing (FFP). Distribution D drawings will be made available to JCP Certified Contractors via the FedBizOpps Portal and are hereby identified as attachments. As a condition of receiving DOD or DND controlled technical data, the contractor agrees to use the data only in ways mandated by DOD Directive 5230.25 or the TDCR (Technical Data Control Regulations). For information regarding JCP registration go to http://www.dlis.dla.mil/jcp/. The RFP and related files listed under solicitation number N66604-15-R-0126 will be issued electronically. Best Value evaluation factors will be released upon issue of the RFP, which is expected to be issued in March or April 2015. Companies are encouraged to review the drawing specifications prior to issuance of the RFP. The subsequent revision to any specification or RFP based on comments received remains solely at the Government's discretion. This notice shall not be construed as a promise to contract or commitment of any kind. This information is subject to modification and in no way binds the Government to award a contract.
