Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The purpose of this Request for Quotation (RFQ) is to evaluate the existing tank level indicating system and make upgrades to the Control Room monitoring equipment, while making the optimum use of the existing system equipment, namely the in tank equipment. It is intended to eliminate the Control Room meters and the need for calibration as well as to maximize the alarm functionality. The existing Tank Level Indication system consists of all of the equipment necessary to monitor 30 individual tanks aboard the Dredge MCFARLAND. All of the in-tank equipment are Gems Sensors. The Control Room equipment consists of two-(2) panels of 15 meters each. Each panel is (Height-32.25 quote mark X Width-24.5 quote mark X Depth-13 quote mark ). Each meter has a low level alarm light and a high level alarm light. Each panel has an integrated audible alarm to sound in conjunction with any of those thirty-(30) alarm situations (60 alarm situations when considering both panels). Each panel has an alarm audible acknowledge button to clear whatever audible alarm condition is present. Vendors responding should be prepared to provide a solution to the specified areas: Automated, real time indication of contents of all thirty-(30) tanks simultaneously displayed on Control Room screen/screens in the same location as that vacated by existing meter panels. High and Low level alarm functions for each tank. Audible and visual alarm annunciation, clearly indicating alarm situation and tank involved. Ability to acknowledge audible and visual alarms separately, but if the alarm condition self clears, the audible and visual alarm will not clear until acknowledged. Ability to program and set alarm time delay, individually for each tank so as to account for nuisance tripping during swash conditions around alarm set point. System components should be industry standard, as 'commercial off the shelf' as possible in order to increase maintainability of the system. Replacement components should be easily obtainable. After Contract award and completion of system installation all plans, drawings, operating manuals and component cut sheets shall be deliverables of the Contract. Three-(3) copies of each shall be furnished. List of recommended spare parts should accompany Design documentation. System shall be fully tested to the satisfaction of the Government (Due to the fact that entry into the tanks will not be available, the Government will accept +/- 5% as compared to current tank soundings). Ship's force can assist in transferring tank contents to facilitate testing, but other testing (alarm features) may require the Contractor to simulate conditions in order to verify proper system operation. Provisions for training the Ship's crew in all aspects of System operation & programming, to include troubleshooting for repair, shall be provided as part of Contract Award.
