Description
PROJECT 534-14-904 ADDRESS POTENTIAL LEGIONELLA ISSUES, PHASE I AT THE RHJ VAMC, CHARLESTON, SC The intent of this project is to completely evaluate the potable water system at the Charleston VA Medical Center for compliance with the Legionella policies of the VA specified in VHA Directive 1061, Prevention of Healthcare Associated Legionella Disease and Scald Injury from Potable Water Distribution Systems. This is Phase I of a multiphase project to resolve issues at the medical center. This project shall develop the master plan for compliance with the Directive and provide A/E design project requirements for the most critical and cost effective means for the Phase I of correction of approximately $8 ½ to $9 Million dollar worth of construction. It is thought that complete replacement of domestic/potable water fixtures will be required. (Future designs will be determined from this evaluation and specific information as to what will be in the future designs will be included in this A/E determination of the Legionella Project.) Specifically included in the evaluation/design will be: oInstallation of a new water receiving and processing plant to treat the incoming water to meet all requirements. Suggestions for the location are in the boiler plant courtyard; although the VA is open to other options from the A/E if feasible. If boiler plant or other location is chosen, proper relocation/modifications must be made for existing systems. For example, if the boiler plant courtyard is utilized, provisions must be made for infection control waste processing and pick-up, trash compactor pick-up, fuel oil delivery and locations of underground fuel oil tank, availability to access the boiler/chiller plant for major modification and or repairs to the plant, etc. Similar actions will have to be taken if location is decided elsewhere. Water processing plant shall have all capabilities to treat the water by cooling, chlorination, temperature control (both hot and cold water), use of biocides and installation/storage systems, flushing points, chiller (or other means of cooling cold water below 68 degrees F., etc.) oDetermination and assistance with all permitting requirements that will result from implementation of this project. oAny storage of chemical requirements, permits, etc. involved in this work shall be included in the evaluation and implementation of this project. oVerification and drawing of all Schematic (single lines of complete potable/domestic water supply systems including Cold Water (CW), Hot Water (HW), and Hot Water Return (HWR). Schematics to include distribution, circulation, storage, heating source(s), cooling source(s), treatment system, monitoring system(s), and control system(s). Evaluation must be done on the existing hot water return system to determine temperature issues in the new Research Building (DD Building) and the Western end of the Medical Center. Proper HWR pump return size and verification of the main hot water mixing valve station must be determined. Removal of obsolete hot water mixing valve stations will also be included in the evaluation/design. oProject must include Control Strategy Implementation and Monitoring abilities that Include: "Water Quality testing and verification points. "Water temperatures at Instanteous Hot Water Heaters, Mixing Valve and Main Distribution system for hot water and necessary control of the hot water return system. Location of appropriate monitoring stations must be determined. "Water temperatures for cold water and appropriate locations of monitoring stations. "Use of biocides and location of installation/monitoring stations throughout the medical center. "Necessary flushing required of the potable water lines after construction/modification, etc. "All documentation requirements for construction, installation, and process for future controls of potable water systems. "Supplemental Actions necessary and locations of monitoring stations for environmental testing, supplementary water treatment measures, point of use filters, "Emergency Remediation of positive Legionella sample of either Thermal Eradication, Shock Chlorination and/or disinfection. oScald Prevention with water temperature control, temperature regulating devices, and inspections/preventative maintenance. oLimit stagnation (i.e. dead-leg removal throughout the medical center) will be included. oUse of a computer building automation system to be able to continual monitoring to inform Engineering personnel of the various aspects (temperature, water quality, biocides levels, chlorination levels, etc.) Building automation system shall be used for alarms, tracking and trending, and have appropriate sensor, instrumentation, equipment, etc. needed for the testing. oEvaluation of the outside building loop to determine if any preventative measures must be taken on outside loop. oDetermine the two incoming supplies and pumps and whether two processing plants are required or routing so that two supplies of water is constantly maintained with appropriate pumping back-ups. oDetermine engineering control strategies to include what type methods used to control system, where the systems are, and how the systems are to operate. A/E is to assist medical center in defining limits and operating parameters for the water distribution system and assist in the issues involves with assessments of water quality and operational performance while defining frequency of monitoring. oScald prevention shall include thermostatic mixing valves at all outlets where end users access hot water such as sink faucets, showers, and tubs. Thermostatic mixing valve to be positioned as closely to outlets as possible. All interested A/E firms who have experience in this type of Architect/Engineer Design Service may submit three (3) copies of an SF-330 form, which can be found at the following website: http://www.gsa.gov to Cassaundra Mulligan, Contracting Officer, 109 Bee Street, Charleston, SC 29401-5799 no later than 4:00 PM local time on February 27, 2015. This requirement is issued as a Service Disabled Veteran Owned Small Business Set-Aside. The NAICS Code is 541310, and the SBA size standard is $7.5 Million. All work shall comply with the current VA Master Specifications and Standard Details. To be considered for an award, the A/E firm must be registered in SAMS at https://www.sam.gov. SAMS includes CCR and ORCA registration. The A/E must also be visible in the VIP pages at http://www.vip.vetbiz.gov.
