- Sole Source Justification Clauses, contract terms and conditions (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. (ii)The solicitation number is HSHQEH-15-Q-00008 and is issued as a request for quotation (RFQ), unless otherwise indicated herein. (iii)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-79. (iv)The associated North American Industrial Classification System (NAICS) code for this procurement is 51120 with a small business size standard of $38.5 million. This requirement is a Small Business set-aside and FPS intends to award a Firm Fixed Price Contract on the basis of other than full and open competition to Annams Systems Corporation. (v) The Department of Homeland Security (DHS), Federal Protective Service (FPS) requires the following items: Clin 0001 - Sunflower MobileTrak configured CN70 Barcode Scanners Unit of Issue: Each Quantity: 14 Clin 0002 - Intermec Hardware Maintenance Contract (3 Year) Unit of Issue: Each Quantity: 14 Clin 0003 - Sunflower MobileTrak Scanner Software License Unit of Issue: Each Quantity: 14 Clin 0004 - Sunflower MobileTrak Scanner Software Annual Support Unit of Issue: Each Quantity: 14 Clin 0005 - Sunflower MobileTrak Onsite Training (One day) Unit of Issue: Each Quantity: 1 Clin 1004 - Sunflower MobileTrak Scanner Software Annual Support Unit of Issue: Each Quantity: 14 Clin 2004 - Sunflower MobileTrak Scanner Software Annual Support Unit of Issue: Each Quantity: 14 Clin 3004 - Sunflower MobileTrak Scanner Software Annual Support Unit of Issue: Each Quantity: 14 Clin 4004 - Sunflower MobileTrak Scanner Software Annual Support Unit of Issue: Each Quantity: 14 (vi) The Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), Federal Protective Service (FPS), Logistics and Fleet Management Branch (LFMB) has a need to purchase the Sunflower physical inventory scanning solution MobileTrak. This solution of MobileTrak software, barcode scanners, and services will be used for implementing a physical inventory solution for FPS. DHS servers have been configured with the Sunflower MobileTrak Asset Management software and FPS requires inventory scanning software that will be fully compatible with the Sunflower MobileTrak software currently on DHS servers. DHS/FPS network architecture, maintenance platforms, and configuration systems require the use of this product to ensure interoperability with other DHS/FPS inventory systems nation-wide. (ix) FAR 52.212-2, Evaluation-Commercial Items - applies to this request for quotation. The quote will be evaluated based on price reasonableness. (x) FAR 52.212-3, Offeror Representations and Certifications- Commercial Items - applies to this request for quotation. The offeror will provide a completed copy of the provision at 52.212-3 with its offer. (xi) FAR 52.212-4, Contract Terms and Conditions - Commercial Items - applies to this request for quotation. (xii) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items - applies to this request for quotation. The additional FAR clauses cited in the clause are provided in the attached document titled "Clauses, Contract Terms and Conditions". (xiii) Additional Contract Terms and Conditions Applicable to DHS Acquisition of Commercial Items apply to this request for quotation and are provided in the attached document titled "Clauses, Contract Terms and Conditions".
