Description
Addendum to Pre-Solicitation Notice Synopsis The intent of this pre-solicitation synopsis is to notify potential offerors for a 100% 8(a) set-aside for SBA approved 8(a) firms with a bona-fide office in either Pennsylvania, Delaware or New Jersey for an Indefinite delivery, Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for both Design-Build (DB) and Design-Bid-Build (DBB) of new construction, renovation, alteration, and repairs for projects located primarily in the state of Pennsylvania. The primary geographic region of this contract is the NAVFAC Mid-Atlantic, PWD Pennsylvania Area of Responsibility (AOR), which includes the geographic are of Philadelphia and Mechanicsburg, Pennsylvania. While it is not anticipated to be utilized outside of Pennsylvania, this contract may also be utilized throughout the NAVFAC Mid-Atlantic AOR on a limited basis. The work includes general construction projects on various facilities types, and may include but is not limited to warehouses and training facilities. The procurement will be restricted to SBA approved 8(a) firms with a bona-fide office in either Pennsylvania, Delaware or New Jersey. The Phase One written non-price proposal will address Technical Approach, Experience, Past Performance and Safety. The Phase One evaluation will result in a determination of the most highly qualified Offerors. These Offerors will be requested to submit a Phase Two proposal. The maximum number of Offerors that will be selected to submit a Phase Two proposal is ten (10); however, the contracting officer may elect to include more if it is determined to be in the Government ™s best interest. Selection of contractors for the Multiple Award Construction Contract (MACC) will be based on a best value trade-off analysis as detailed in the Request for Proposal. No more than five (5) contracts will be awarded as a result of this solicitation. Award of the seed project will be to the lowest price offeror among the selected awardees for the MACC. Phase Two of the solicitation shall be comprised of a written non-price and price proposal, which will be evaluated separately. The Phase Two written non-price proposal will address the Offeror ™s Technical Solution for the seed project. The Phase Two written price proposal shall set forth the Offeror ™s price for the seed project.
