Description
The Department of Veterans Affairs Strategic Acquisition Center (SAC) is issuing this sources sought announcement as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Continuous Survey Readiness Service. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541611. The Product Service Code is U009. This notice is for planning purposes and a solicitation is not available at this time. This request for capability information does not constitute a request for proposals, quotes, or bids. Submission of any information in response to this market survey is voluntary and the Government assumes no financial responsibility for any cost incurred. This announcement is to gain knowledge of potential qualified sources relative to NACIS 541611. Responses will be used by the Government to make appropriate acquisition decisions. Federal Supply Schedule holders, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, HUB-Zone Small Business, Small Disadvantaged Business, and Women-Owned Small Business, are encouraged to respond. DRAFT SCOPE OF WORK The purpose of this procurement action is to acquire continuous survey readiness services also known as continuous compliance. The Department of Veterans Affairs (VA) healthcare facilities are accredited by The Joint Commission. The accreditation process is a complex system of related and interdependent activities which enable the VA to maintain a constant state of regulatory readiness and maintain a safe health care environment. These services will support all VA medical facilities, VA program offices, and Veteran Integrated Service Network (VISN) offices to enable a Continuous Survey Readiness (CSR) program to achieve and continue compliance with The Joint Commission (TJC) standards. The Contractor shall provide services in support of continuous compliance activities at VHA facilities throughout the United States and Puerto Rico. The contractor must provide consultation on the VA Continued Survey Readiness (CSR) program via dedicated consultants who are experienced in the Joint Commission Surveyor process and accreditation standards. Consultants shall interpret Joint Commission accreditation standards, provide on-site and off-site consulting, and provide accreditation education. The Contractor shall provide consulting services to advise the VA on all subjects related to and concerning the accreditation process. Consultations shall incorporate the use of multiple consulting methodologies such as electronic (virtual), face-to-face (physical), telephone, audio conference, and email communications. The contractor shall provide approximately sixteen (16) hours of onsite consultation to each identified VHA facility and approximately four (4) hours of onsite consultation to each identified VHA program office annually. VA has identified 159 facilities and 7 offices for approximately 2572 hours of onsite consultation time (16 hours X 159 facilities = 2544 hours plus 4 hours X 7 program offices = 28 hours). Feedback to the VA organization point of contact will be completed and communicated to the government within seven (7) business days via the Feedback Report. The contractor shall provide VA personnel twelve (12) hours of annual education to develop and enhance employees' knowledge of accreditation standards. The contractor shall ensure that annual education is provided to VA participants through a variety of methods including via webinar, teleconference, audio conferencing or other electronic means. The VA requires the contractor to provide one, eight (8) hour custom education session, meeting, or briefing to be physically provided at each of the 21 VISN's annually. The Contractor shall provide an education program for ongoing accreditation survey continuous readiness that is available to VA/VHA personnel at the national, VISN, and local levels. The education program shall enable participation via multiple means including virtual, physical, or via web-based applications. The contractor shall provide continuing education units to support educational programs for VACO Program Offices supported by this contract. The designated VACO Program Offices are the VA National Center for Patient Safety, External Accreditation, Credentialing and Privileging Program, the VA Nursing, Health Promotion Center, and the VA Fire and Safety, and Patient Care Services programs. The Contractor shall provide a Quality Assurance Surveillance Plan (QASP). The QASP shall include any data validation and inter-rater reliability requirements that will be approved by the Contracting Officer (CO) or Contracting Officer Representative (COR). The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with the Performance Work Statement. If your organization has the potential capacity to perform/supply this service, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, size standard and type of ownership for the organization, small business status; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Please limit your response package to no more than 15 pages. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Responses must be received in writing no later than 3:00 p.m. EST January 27, 2015. Responses should clearly state the ability to provide Continuous Survey Readiness Service. If a solicitation is issued, it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from their response to this announcement.
