Description
NASA/JSC has a requirement for to update the Soyuz Launch System Data book to capture the versions being used to support International Space Station (ISS) missions, including engine options and possible human rating approaches. NASA/JSC intends to purchase the items from Special Aerospace Services (SAS). These updates are critical to ISS operations and require the knowledge of a contractor who has done this before. SAS performed all the work necessary for the existing book on Soyuz Launch Systems. This procurement will require updates to and build off of the existing book/information. Additionally, this procurement will require the contractor to have access to Russian manufacturing and production facilities. It is extremely important to accomplish the updates timely as required by the ISS Program. NASA/JSC intends to purchase the services from SAS pursuant to the authority cited in 10 U.S.C. 2304 (c)(1) and FAR 6.302-1 the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. This requirement is unique to ISS missions; SAS is the only contractor that can fulfill the Agencys needs. SAS developed the existing data book. In order to support the current planned launch support to ISS, the data book must be updated to reflect the current Soyuz configuration for ISS launches. Since the ISS missions are on-going, a timely update is required, and SASs prior knowledge and experience in developing the existing data book is critical to effectively making the updates required to support ISS missions. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 27, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
