Description

This RFI is being issued for informational and planning purposes. Information gathered will be considered in order to determine the feasibility of a small business providing the necessary support and whether adequate competition exists to set-aside the competition for small business. The information requested will also be used within USTRANSCOM to facilitate decision making and will not be disclosed outside the agency. USTRANSCOM is the Distribution Process Owner (DPO) for the Department of Defense and as such is the single entity to direct and supervise execution of the strategic distribution system. The mission of USTRANSCOM is to develop and direct the Joint Deployment and Distribution Enterprise (JDDE) to globally project strategic national security capabilities; accurately sense the operating environment; provide end-to-end distribution process visibility; and responsive support of joint, US government, and Secretary of Defense-approved multinational and non-governmental logistical requirements. USTRANSCOM has a responsibility to improve the overall efficiency and interoperability of distribution related activities within the Department of Defense. USTRANSCOM seeks a task order contract to provide services supporting the identification, implementation, and institutionalization of end-to-end distribution process improvements. Total Distribution Process Improvement (TDPI) is a partnership between USTRANSCOM, Defense Logistics Agency, and the General Services Administration. The primary objective of this partnership is to identify and implement high-value opportunities to advance DOD distribution performance. The requirement is to identify areas that will improve the efficiency and effectiveness of the distribution process for USTRANSCOM, its Joint Deployment and Distribution Enterprise (JDDE), and Interagency partners.
