Description

PRE-SOLICITATION SYNOPSIS This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential Offerors for P-183, Design Build, Indoor Dynamic Range, Joint Expeditionary Base Little Creek, Virginia Beach, Virginia Project Description: This project will construct a 30,000 to 40,000 SF Indoor Dynamic Range Training Facility to support Naval Special Warfare Group Two (NSWG2). The Indoor Dynamic Range Facility is a multi-purpose small arms range providing live fire shooting areas with steel bullet traps, overhead ballistic baffles, ballistic door and window closures, target lighting, and ventilation systems providing 75 feet per minute at the firing lines. The project is envisioned as three separate ranges: A 25 yard Steel Reactive, 8 Lane Range with a fixed firing line and multiple lanes of pop-up steel targets, a 25 yard Tactical 270 Degree, 12 Lane Range with both upper and lower shooting areas and various stairs, ladders, and built in facades providing a multitude of training scenarios and Live Fire Simulator Range. In addition, the facility will include HVAC equipment, electrical and mechanical supporting systems, range control, administrative, mission planning, ready service lockers, temporary weapons storage and training preparation areas. The project is located at Joint Expeditionary Base Little Creek, Virginia Beach, Virginia. The drawings and specifications for this project will be posted with the solicitation and are not available at this time. The completion time for this contract is 755 calendar days after award. The NAICS Code for this procurement is 236220 and the annual size standard is $36.5M. This procurement is unrestricted, full and open. The total estimated cost for this project is between $10,000,000 and $25,000,000. The Request for Proposal (RFP) will be issued around mid/late February 2015.
