- Draft Notional Delivery Schedule Draft GFI Pictures and Information Draft GFI Notional Arrangement Draft GFI Notional Arrangement Draft UID Attachment OSR Draft Spares List OSR Spec Response Form Draft Specification This is a synopsis for the procurement of an estimated twenty (20) Oil Spill Response Boom Platforms (OSR BP's), and fifty (50) Oil Spill Response Utility Boats (OSR UB's) over the next five (5) years under a Firm Fixed Price (FFP), Indefinite Delivery / Indefinite Quantity (IDIQ) contract. This contract will have a base year, and four subsequent option years to procure boats, equipage, initial spares, technical data, boat enhancements, and final delivery of boats to either the east or west coasts of the United States. The OSR BP's and UB's will be built to commercial standards and practices using Government specified requirements focused on boat compatibility constraints. The acquisition approach will address Total Ownership Cost (TOC) emphasizing commonality with previously acquired OSR BP's and UB's and standardization of equipment throughout the Class to reduce Life Cycle costs. The OSR Boats will be procured utilizing a competitive small business set aside in accordance with the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. The solicitation is anticipated to be posted within 21 days, this synopsis is provided as an advance notice. Per FAR 12.204 (b) the Contracting Officer may allow fewer than 15 days before issuance of the solicitation. An IDIQ contract with a base and four (4) optional years is contemplated, with award being made to a single Offeror who offers the Lowest Price Technically Acceptable (LPTA) to the Government. The initial delivery order is estimated to be for four (4) OSR BP's and ten (10) OSR UB's with subsequent delivery orders being based on the needs of the Navy. Options are to be exercised over four (4) years if the requirements still exist.
