- This notice does NOT constitute a request for proposal, request for quote, or an invitation for bid. The intent of this pre-solicitation synopsis is to notify potential offerors for Repairs of approximately 300,000 square yards of asphalt pavement and shoulder surfaces, and various drainage ditches to Runways 5/23 and 14/32 at Naval Air Station Whiting Field, Florida. Proposed repairs include sweeping and preparing pavement surfaces, milling cold in-place asphalt or comparable process, variable depth overlay and airfield markings, saw cutting, barricades, construction fencing, surveying, repair of existing airfield shoulder surfaces and construction of new shoulder surfaces, grading/earthwork/compaction and sodding at runway and shoulder edges, and drainage ditch repair and/or reconstruction. New airfield markings (striping and numbers) will be applied in accordance with current regulations and all other associated work necessary to accomplish the project are to be included. The completion time for this contract is 365 calendar days after award. Please note this is a phase construction requirement. Contract award is anticipated on or around 21 May 2015. The NAICS Code for this procurement is 237310, Highway, Street and Bridge Construction and the annual size standard is $36.5M. Competition Requirements: Full and Open Competition Procurement Method: Contracting by Negotiation Source Selection Process: Best Value, Lowest Priced Technically Acceptable. Type of Contract: Firm Fixed Price Project Magnitude is $15,000,000 to $20,000,000. The solicitation will be listed as N69450-15-R-0604 on the Navy Electronic Commerce Online website (NECO) at: https://www.neco.navy.mil and Federal Business Opportunities (FedBizOpps) at https://www.FBO.gov. The Request for Proposal (RFP) will be issued on or about 06 February 2015. No electronic or hardcopies of the solicitation, drawings, specifications, attachments, additional documents, etc. will be provided, since these will be available on NECO and FedBizOpps when the solicitation is posted/issued. A Pre-Proposal Conference and Site Visit will be held. Details on the site visit will be provided in the solicitation. Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation). Offerors are responsible to check NECO and FedBizOpps for the solicitation and any subsequent amendments that may be issued.
