Please encourage references to complete and submit this important step of the vetting process in a timely manner. THIS IS A SOURCES SOUGHT NOTICE ONLY- MarketSurvey-ElecFeed-WV-1.21.15-cwd. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. Information received will be used to determine the availability of technically capable and otherwise responsible HUBZone, Woman Owned Small Business, 8(a) or Service Disabled Veteran Owned Small Business firms that would be interested in submitting offers for an anticipated solicitation for an electrical utility feed contract in Martinsburg, WV. •· An electrical connection associated with providing a second utility source from a different substation other than the existing building source will be required. This utility would provide new utility poles and cable feeds to a new utility provided source selector switch which would automatically switch to the available source should one of the feeds lose power. A remote annunciator will be provided to signal when the transfer occurs. This open-transition automatic transfer switch that transfers in 3-cycles or less. Critical building loads that are backed-up by a UPS will not "see" this transfer. A static transfer switch is not necessary for this application. Existing building transformers #1, #2, and #3 would supply the requirements of the entire building and the utility feed to existing transformer #4 would be disconnected. Transformer #4 would also be disconnected from building switchgear and the existing key interlock system would be removed. The utility would remove transformer #4 from the site. The solicitation is anticipated to be issued in March/early April 2015, with award being made by June 2015. The applicable NAICS code is 238210, Electrical Contractors with the small business size standard being $15 million. The anticipated contract will be procured utilizing negotiation procedures as described in FAR PART 15. All interested HUBZone, Woman Owned Small Businesses, 8(a) or Service Disabled Veteran Owned Small Businesses contractors should notify this office by email on or before February 12, 2015, 12:00pm, Eastern Time of their interest. Interested firms must possess the applicable licensures to perform work in West Virginia. The following information is required in your response : (1) Identification (including name, address, phone number and DUNS number/CAGE code) and verification thru www.sam.gov and www.sba.gov of: - firms owned and operated by a Service Disabled Veteran, - firms certified by SBA as HubZone Businesses, - firms enrolled in the SBA 8(a) Business Development Program, - firms owned and operated as a Woman Owned Business. (2) Past Experience - Using the attached reference questionnaire, please share for completion by project owners, three to five projects substantially complete or completed within the last five years that demonstrate proficiency with similar Electrical Systems as described below ranging from $100,000 to $250,000 in occupied buildings. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and Project Manager/Contracting Officer name & current telephone with email address along with a brief description of the work performed. No extensive marketing paraphernalia is required at this time as an email addressing this specific information will meet requirements. (3) Bonding capability - Letter from bonding company clearly identifying bonding limits. Interested firms should submit an email of intent with the subject line: MarketSurvey- ElecFeed-WV-1.21.15-cwd, along with the above requested information to Celeste Dow, Contracting Officer. Please email your response to celeste.dow@gsa.gov by February 12, 2015, 12:00pm, Eastern Time. This is NOT a request for proposals and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions, giving maximum consideration to the small business socio-economic categories based upon industry input. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information provided. All interested sources must respond to future solicitation announcements separately from responses to this market survey.
