- INTENT TO AWARD A SOLE SOURCE ORDER The U. S. Department of Housing and Urban Development (HUD) intends to make a sole source award to Realty Trac Inc. The authority permitting a sole source acquisition is FAR Part ●FAR 13.501(a)(1)(ii),Authority Citation 41 U.S.C. 1901 or 41 U.S.C.1903 Test Program for Commercial Items(Section 4202 of the Clinger Cohen Act of 1996) The Department of Housing and Urban Development, including the Office of Policy Development and Research (PD&R), in particular, have an ongoing need for reliable foreclosure, delinquency, and residential sales data in order to evaluate changes in neighborhoods and housing markets. HUD Economists and Policy Analysts are routinely asked to monitor, assess, or characterize foreclosure and housing price dynamics at the national, state, metropolitan area, city, county or neighborhood levels. Thus, access to reliable foreclosure and residential home sales data at the national, state, metropolitan area, city, county, and neighborhood levels is necessary for responding to these requests. According to pre-liminary market research, Realty Trac, Inc is the sole provider who provides HUD with the most complete data coverage (95% for foreclosures and 90% for sales transactions) through gathering from the largest number of nationwide local recording offices. Data includes fields such as state, county, housing population, average default rate, foreclosure starts, pre-foreclosure starts, and bank repossessions. HUD employees will use statistics to produce information to gauge the effectiveness of HUD's responses to changes in markets for internal senior management reporting to the public. In addition, the data and research is used by HUD Policy Analyst to better understand the nation's housing market and advance HUD's mission to increase homeownership, support community development and increase access to affordable housing free form discrimination. The contract will consist of a base plus three option years. THIS IS NOT A SOLICITATION. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than Thursday, February 5, 2015 by 3:00pm EST. Responses shall be submitted to:patricia.e.hammons@hud.gov Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No.; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. 6. The subject line of the email shall state "Capabilities for Residential Housing Sales and Foreclosure Data/Reports" or it will be deleted as junk mail. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the Realty Trac, Inc as mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
