- Synopsis: January 21st, 2015 National Guard Bureau, United States Property and Fiscal Office for Indiana (USPFO for IN), intends to solicit and award a sole source contract to The SANS Institute, 8120 Woodmont Ave., STE 205, Bethesda, MD, 20814 to purchase vouchers for the purpose of training and certification testing. The SANS Institute has exclusive rights for offering Information Security SANS training and GIAC certification that offer sole source products, manufactured, sold, and distributed by Escal Institute of Advanced Technologies, Inc. No other company makes a similar or competing product. This sole source requirement meets the conditions of FAR 6.302-1, only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. The SANS Institute is the sole provider and direct affiliate of Escal Institute of Advanced Technologies, Inc. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 541519 and the Small Business size standard is $27.5 Million based on the U.S. Small Business Administration. This will be a firm fixed price contract. The Government does not intend to pay for any information provided under this notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. This synopsis does not constitute a solicitation, however, all responsible sources that believe they can meet all of the requirements may contact the USPFO for Indiana via e-mail at christopher.j.purtell.mil@mail.mil and be considered by the government. Interested parties must have clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no responses are received by January 29, 2015 at 11:00AM EST, a Sole Source contract will be pursued with The SANS Institute.
