Description
SYNOPSIS DEPARTMENT of HOMELAND SECURITY IMMIGRATION and CUSTOMS ENFORCEMENT HOUSTON CONTRACT DETENTION FACILITY (CDF) Description: The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) is planning to issue a solicitation for a Contract Detention Facility (CDF) in the Houston area (within a 50 mile ground commute of the ICE Houston Field Office located at 126 Northpoint Drive, Houston Texas, 77060). The awardee will provide the physical structure, equipment, personnel and services, in a properly staffed and secure environment under the authority of the Immigration and Nationality Act, as amended. ICE intends to release a Request for Proposal (RFP) for this requirement in approximately 15 days and anticipates full performance for the requirement to begin by April 1, 2016. ICE is responsible for the detention of aliens in removal proceedings and aliens subject to final order of removal. ICE houses detainees in a variety of federal, state, local, and private facilities. ICE requires a facility and operator to fulfill the transportation, detention, and guard portions of ICE's mission in the greater Houston, Texas metropolitan area. The acquisition will be for a facility to provide both medium to maximum security case beds and low to minimum security case beds, shall be designed and operated to process and house adult (male and female) detainees, including the full range of criminal and non-criminal cases, and provide both transportation and guard services in a manner consistent with ICE's Performance Based National Detention Standards (PBNDS) and its civil detention reform initiatives. The maximum capacity for the facility is estimated to be 1262, but this number may be revised prior to solicitation release.
