- Headquarters, US Army Contracting Command - Rock Island (ACC-RI) has a requirement for the manufacturing of the M18/M83 Smoke Grenade Metal Parts. The M18 is a burning type hand grenade used to generate colored smoke. These grenades are comprised of two sheet metal components, a deep drawn, cylindrical body, approximately 2.3 inches in diameter and 4.5 inches in height and an undulated circular top (or cover) containing a formed threaded, internal, center hole. The outside surfaces of both the top and body are pretreated and coated with finish 5.2 of MIL-STD-171 and MIL-DTL-11195, respectively. The two components are specifically formed to accept each other during a subsequent double rolled can seaming operation at the grenade final assembly. The top and body components are made from drawing-quality, electrolytic tin-coated steel sheet in accordance with ASTM A599. The following drawing numbers apply: 1) Top: DWG #D13-19-140, Revision U, dated 28 August, 2013 2) Body: DWG #C13-19-135, Revision P, dated 28 August, 2013 The Government intends to award a Firm Fixed Price five year indefinite delivery, indefinite quantity contract. The production requirements for the M18/M83 Smoke Grenade metal parts components are estimated as follows: FY15: Minimum: 310,999 ea / MAX: 621,998 ea FY16: Expected: 335,767 ea / MAX: 671,534 ea FY17: Expected: 340,053 ea / MAX: 680,106 ea FY18: Expected: 323,339 ea / MAX: 646,678 ea FY19: Expected: 326,176 ea / MAX: 519,252 ea This procurement is set-aside for small business, NAICS code 332999, with a small business classification size of 750 employees or less. It is FOB Destination. Drawings for this technical data are Distribution D and available to only those firms certified registered with the US/Canada Joint Certification Program (JCP). For information on becoming certified, see www.dlis.dla.mil/jcp. A copy of the certified DD Form 2345 and a Non-Disclosure Agreement (NDA) is required to be submitted in order to receive the restricted technical data. Technical Data Packages will NOT be provided to contractors until the solicitation HAS BEEN POSTED TO THE WEBSITE. It is the responsibility of the contractors to check the website for the issuance of the solicitation and any changes related to the solicitation. ACC-RI intends to issue a Request for Proposal (RFP), W52P1J-14-R-0200 to the Army Single Face to Industry (ASFI) Acquisition Business Website, http://acquisition.army.mil on or about October 23, 2014 with a closing date 30 days after issuance.
