NAICS: 423450 (Laboratory equipment, dental and medical, merchant wholesalers) Vendor: Tisch Environmental Duns Number: 01-008-3983 Synopsis: THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to award a sole source purchase order under Federal Acquisition Regulation Part 13.106-1(b). The Environmental Protection Agency (EPA), Office of Research and Development (ORD) atmospheric research and development initiatives and particulate matter research was awarded funding for purchase of three (3) Low-Volume Ambient Air PM10 Particulate Samplers plus cost of freight. EPA intends to award a sole source purchase order to TISCH Environmental located at 145 South Miami Ave, Cleves, OH 45002. Under this requirement, the Contractor shall supply the product Low-Volume Ambient Air PM10 Particulate Sampler (Tisch Environmental Product number: TE-Wilbur-10) which is capable of providing integrated sampling of PM10 aerosols. Sampler must be formally designated by EPA as a Federal Reference Method (FRM) or Federal Equivalent Method (FEM) as outlined in 40 CFR Part 50 and 53 for PM10. Sampler must be single-event type and must provide user PM10 samples for 47 mm diameter Teflon filters for subsequent gravimetric and/or chemical analysis. Unit must be user programmable for event sampling (start and stop dates and times) and provide post-sampling electronic download of event parameters. Instrument setup, calibration, programming, and data reporting shall take place through a touch-type interface screen. Flow rate must be user selectable in the 0 t o 25 Lpm flow range and flow shall be controlled volumetrically independent of ambient temperature and pressure. The complete system be single channel, single event, filter-based sampler with a minimum of 2 hour operational sampling time (using built-in battery backup) in the event of power failure. System must be capable of operating using line power or with optional solar panel. System must include on-screen calibration of ambient temperature and filter temperature sensors, and user ability to program 1 in 3 day, 1 in 6 day, or 1 in 12 day event programming. Post-sampling data download must be through USB thumb drive or standard RJ45 ethernet connection. This procurement is constrained by the types of air samplers being utilized by EPA?s ORD atmospheric and particulate matter research programs for collection and speciation of ambient aerosols. This research requires that samplers be formally designated by EPA as a Federal Reference Method (FRM) or Federal Equivalent Method (FEM) as outlined in 40 CFR Part 50 and 53 for PM10. Using the list of formally approved FRM and FEM samplers (published by ORD?s Reference and Equivalent?s Method?s Program at http://www.epa.gov/ttn/amtic/criteria.html), market research has determined that this sampler is the only commercially available unit capable of meeting the required FRM and FEM designations, as well as the other system specifications detailed listed above. EPA knows of no other capable vendor who can satisfy this requirement. Any interested vendors that believe they can satisfy this requirement, may submit their capabilities, qualifications and product literature fully supporting that their product meets all of the specifications contained in Attachment 1 SOW by e-mail to Eulvid Rocque no later than 4:00 p.m. EDT, on January 22nd, 2015. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
