Description
The Project Director for Joint Services, Product Manager for Demilitarization (PM Demil), Headquarters Joint Munitions Command (HQ JMC), and Army Contracting Command - Rock Island (ACC-RI) have a requirement for the demilitarization(demil), disposition and disposal of conventional ammunition. This requirement includes demil of the following three (3) groups of families of conventional ammunition for all Military Services of the Department of Defense (DoD) and U.S. Government agencies. Group 1: 155mm Projectiles with Family of Scatterable Mines (FASCAM) Self-Destruct Mines Cluster Bomb Units (CBUs), including Navy Gators Volcano Canisters with FASCAM 155mm Improved Conventional Munition (ICM) Projectiles Group 2: 105mm/120mm Depleted Uranium (DU) Rounds Group 3: 25mm/30mm Cartridges 40mm Cartridges The offeror should possess all the necessary material, equipment, facilities, property, permits, licenses, and personnel to perform demil for the family for which they are proposing. Open Burn and Open Detonation (OB/OD) technologies are not permitted for demil or disposal of end items or components in this effort. The offeror is encouraged to include reutilization and recycling technologies within their overall demilitarization process. The maximum total quantities for the entire contract period for each family group are as follows: Group 1: 155mm Projectiles with Family of Scatterable Mines (FASCAM) Self-Destruct Mines - 198,146 Cluster Bomb Units (CBUs), including Navy Gators - 9,213 Volcano Canisters with FASCAM - 274,732 155mm Improved Conventional Munition (ICM) Projectiles - 503,479 Group 2: 105mm/120mm Depleted Uranium (DU) Rounds - 3,124,221 Group 3: 25mm/30mm Cartridges, 40mm Cartridges - 6,866,917 The associated North American Industry Classification Systems Codes (NAICS) is 332993. The United States Government (USG) will evaluate offerors' proposals using best value tradeoff procedures in accordance with FAR 15.101-11. The evaluation factors will be Technical, Price, Past Performance, and Small Business Utilization. The USG intends to award up to two five-year, Firm Fixed Price Indefinite Delivery /Indefinite Quantity (IDIQ) contracts per family group. Delivery will be Freight on Board (FOB) Origin to the contractor's place of performance/storage. Ammunition shipped to the contractor's site will be shipped at the USG's expense by the most economical means possible. This solicitation and any amendments will be issued electronically in accordance with FAR 4.5 and 5.102; therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet http://www.fedbizopps.gov or http://www.afsc.army.mil/ac/aais/ioc/solinfo/index.htm. NOTE: As this solicitation and any amendments there to will be issued electronically, vendors are advised to periodically access the above addresses in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the closing date and time set for closing of the RFP may render your proposal nonresponsive and result in the rejection of it. All contractors who provide goods/services to the DoD must be registered in the System for Award Management (SAM) https://www.sam.gov/. If you are not registered in SAM, you cannot be awarded a DoD contract. Questions may be addressed to the Contract Specialist, Matthew Kopel at matthew.j.kopel.civ@mail.mil. The Conventional Ammunition has Technical Data Packages (TDP) with assigned Distribution Statements that contain information that have been designated as quote mark Military Critical Data quote mark. Businesses are required to be certified by the Department of Defense, United States/Canada Joint Certification Office. If offeror's wanted to become certified in order to receive the TDP's for this solicitation they must fill out a registration at http://www.dlis.dla.mil/jcp. To obtain a TDP for this solicitation, the offeror must request explicit access at the link identified in clause 52.211-4502 of this RFP. Offeror must submit a copy of the certified registration from (DD form 2345), Military Critical Technical Data Agreement. Restricted technical data will not be forwarded to a contractor who has not been certified.
