Description
The National Park Service (NPS) intends to issue a Prospectus on January 22, 2015, soliciting proposals for multiple concession contracts for tour vessel and related services at Glacier Bay National Park and Preserve. The Prospectus explains the business opportunity and the terms and conditions under which the NPS will award the concession contracts. The Prospectus will be available at the NPS website at http://concessions.nps.gov/prospectuses.htm. The Alaska National Interest Lands Conservation Act (ANILCA), Section 1307 includes provisions concerning persons and entities that are to be given special rights and preferences with respect to providing commercial visitor services in conservation system units in Alaska - Historical Operators and Preferred Operators. Historical Operator means the holder of a valid written authorization from the Director to provide services within a park area that on or before January 1, 1979, was lawfully engaged in adequately providing such visitor services in the applicable park area. The NPS has determined there are no historical operators for these concession contracts. Preferred Operator means a Native Corporation that is determined under 36 C.F.R. 13.325 to be Most Directly Affected by the establishment or expansion of a park area by ANILCA, or a local resident as defined in this subpart. Local Resident is defined in 36 C.F.R. 13.305. On June 4, 1997, the NPS invited Native Corporations to apply for Most Directly Affected status pursuant to 36 C.F.R. 13.325. Huna Totem Corporation was determined to be a Native Corporation Most Directly Affected by the establishment of Glacier Bay National Park and Preserve. Other individuals or entities may apply to be a Preferred Operator, pursuant to 36 CFR 13.325. Local residents (individuals and corporations) may apply for the preferred operator preference in conjunction with this solicitation, pursuant to 36 C.F.R. 13.315. The NPS Concessions Management Improvement Act (P.L. 105-391) Section 403 also includes a preference for a Preferred Offeror to the award of a qualified concession contract. Under the provisions of 36 C.F.R. Part 51, Subparts E and F, the Service has determined that these are not qualified concession contracts, and, therefore, no Preferred Offeror for these contracts exists. The National Park Service will issue the Prospectus on January 22, 2015 under the terms described in the Prospectus, with proposals due no later than 4:00 p.m. Alaska Standard Time on April 22, 2015. Any proposal, including those of the existing concessioners, must be received by the Concessions Specialist, Alaska Regional Office, 240 W. 5 th Avenue, Anchorage, Alaska 99501 by the deadline date and time in order to be evaluated and considered for award of the concession contract. Hard copies are available upon request for a printing cost recovery charge. The fee is $35 per copy to be delivered via Federal Express or $30 per copy if picked up in person. Persons interested in obtaining a Prospectus should mail, or bring in person, a check or money order (NO CASH SALES) made payable to the NPS. You must include a business address (no post office box) and telephone number to receive a Federal Express Package. Information relative to the solicitation will also be posted to the above mentioned concession website.
