- PRESOLICITATION NOTICE FOR RENOVATION OF FOUR SHOTGUN HOSES The Department of Veterans Affairs (VA), Office of Construction and Facilities Management has a requirement for renovation of four (4) shotgun houses for the New Orleans Replacement Medical Center. CFM intends to release a solicitation as restricted to Veteran Owned Small Businesses (VOSB) within 100 mile radius within the City of New Orleans, Louisiana, Orleans Parish. CFM is seeking a qualified construction firm with relative experience and capability to perform work. Once renovations are completed the structures will be used for temporary housing and rehabilitation services for Veterans. The four structures R1 (ADL Residential), R2 (ADL Commercial), R3 (MHICM # 1), and R4 (MHICM # 2) are located on final construction ready position. The VOSB must be a General Construction company with an approved NAICS Code of 236118, Size Standard $33.5 million, and sufficient bonding capacity (100% payment and performance bonds required). Additionally, offerors will be required to submit a bid guarantee with their proposal. The magnitude of construction cost for this project is between $1,000,000.00 and $2,000,000.00 with a completion period of 199 calendar days after receipt of notice to proceed. The VOSB contractor shall furnish all labor, tools, equipment, materials, coordination and supervision to complete all work to include, but not limited to, the following: To completely renovate four residential wooden structures identified as R1 (ADL Residential), R2 (ADL Commercial), R3 (MHICM #1), and R4 (MHICM #2). Contractor will be responsible for all work; abatement, demolition, salvage, refurbishing, refinishing of existing items, new general trades work, and mechanical/electrical, soil treatment for termites, underground utilities from houses to five (5) feet outside houses underground and final connections as shown and specified per construction drawings provided by the governments retained Architect. The contractor shall provide a contractor Quality Control system which could include field testing, inspections, and systems testing. The contract scope shall be executed in accordance with the drawings and specifications and other requirements of the contract documents. NOTICE TO PRIME (GENERAL) CONTRACTORS: The VOSB must be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM prior to award and must also be registered/certified as a VOSB firm on the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, which will be available on or about February 6, 2015 by registering at FedBizOpps (http://www.fedbizopps.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in SAM and have a DUNS Number to download documents. By signing up for the "Register to Receive Notification list" at http://www.fedbizopps.gov, you will be notified by email of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE: A Pre-Proposal conference will be held on February 19, 2015, at 10:00 a.m. CST, New Orleans, LA. A site visit will be conducted immediately following the pre-proposal conference. The offerors shall submit questions ONLY to the Contracting Officer and must be received no later than February 26, 2015 at 4:30 p.m. Central Time. The government will respond to all questions via an amendment. There will be no public bid opening. The proposals will be evaluated and award made utilizing the Best Value, Trade-Off method IAW FAR Part 15. Offerors are advised award may be made without discussion. Proposals are due to the Contracting Officer by 3:00 p.m. Central Time on March 13, 2015.
