Sources Sought for Portable Toilet and Servicing NATIONAL PARK SERVICE POINT REYES NATIONAL SEASHORE Provide Portable Toilets with Servicing SOURCES SOUGHT THIS IS A SOURCES SOUGHT ANNOUCEMENT ONLY. This is NOT a solicitation for proposals, proposal abstracts, bids, or quotations. At this time, NO PROJECT PLANS OR SPECIFICATIONS ARE AVAILABLE. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Responses to the information requested will assist the Government in determining the appropriate acquisition method. The Point Reyes Major Acquisition Buying Office in the Pacific West Region of the National Park Service is conducting market research to understand the numbers and types of contractors who have the capability and are interested in providing portable toilets with servicing on a scheduled basis. The U.S. Department of Interior, National Park Service is contemplating the issuance of a Request for Quotation (RFQ) for providing portable toilets with servicing. Capable contractors must be able to provide toilets and serving between the hours of 7:30 a.m. and 5:00 p.m. as defined below. Monthly fees to include delivery and pickup inclusively, no separate charges. The park has two entrances: East Side (aka Hollister side) and West Side (aka Soledad side). The East Side is located 30 miles south of Hollister and 30 miles north of King City via State Highway 25 and 146. Tasks 1-6 are located in the East Side. The West Side is located 13 miles east of Soledad via State Highway 146. Tasks 7-8 are located in the West Side. Toilet facilities shall meet the following standards: 1. Toilet facilities shall be appropriately screened to keep flies and other vermin away from the excreta. 2. Units housing toilet facilities shall be ventilated and provided with self-closing doors, lockable from the inside, and shall be otherwise constructed to ensure privacy. 3. Toilet facilities shall provide a minimum area of eight (8) square feet, with a minimum width of two and one-half (2 1/2) feet for each toilet seat. A minimum area of ten (10) square feet, with a minimum width of two and one-half (2 1/2) feet, shall be required when a urinal is included. 4. The wastewater tank on chemical toilets shall be constructed of durable, easily cleanable material and have a minimum tank capacity of forty (40) gallons. Construction shall be such as to prevent splashing on the occupant or road. 5. Units housing toilet facilities shall be rigidly constructed and their inside surfaces shall be of nonabsorbent material, smooth, readily cleanable, and finished in a light color. Maintenance standards: Portable toilet facilities shall be serviced and maintained by the contractor providing the toilets in accordance with appropriate public health sanitation practices, including the following: 1. Toilet facilities shall be, at all times, operational, maintained in a clean and sanitary condition, and kept in good repair. Written records of service and maintenance shall be maintained and retained for two years. 2. Toilet paper shall be provided in a suitable holder in each toilet unit. 3. Effective odor control and solid-liquefying chemicals shall at all times be used in chemical toilet waste holding tanks. 4. Contents of chemical tanks shall be disposed of by pumping into a sanitary sewer tanker truck and disposed of outside of Pinnacles National Park in accordance with local health department. 5.
