- This document accompanies the special notice posted yesterday, January 20, 2015 and expands further request for information from industry. Please review the following attachment relating to value based incentive update and provide your comments on the excerpt NLT February 3, 2015 to Judith.Blomquist@dha.mil and Charles.Hargett@dha.mil. NOTE: As a result of this update, Question #2 on the January 20, 2015 posting has been changed to read: DHA is considering whether to include a version of the T3 national trend incentive in the T17 contract, except for Network Prime enrolless and MTF Prime enollees rather than just network enrollees, and also with an adjustment that benefits the MCSC if MTF workload increases. Please share any comments on the pros and cons of keeping such an incentive provision in the contract and having the incentive cover all underwritten beneficiaries and provide an incentive for MTF care. Are there any further revisions you would suggest? If so, please be very specific on details, source of any necessary data, etc.
