This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential sources of supply. The VA is mandated by Public Law 109-461 to first consider a total set-aside for Service Disable Veteran Owned Small Business (SDVOSB) and then Veteran Owned Small Business (VOSB) concerns. However, if response by SDVOSB or VOSB concerns prove inadequate, an alternate set-aside or full and open competition may be determined appropriate. Accordingly, we request responses from all interested parties. SDVOSB, VOSB, 8(a), HubZone and/or other Small Business concerns interested and capable of providing the services described below should respond to this notice. Documentation of business size status, to include certification through VetBiz.gov for SDVOSB and VOSB concerns, as well as evidence of applicable technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. SDVOSB (must be certified at VETBIZ.com to claim this category), VOSB (must be certified at VETBIZ.com to claim this category), 8(a), HUBZone, Women Owned Small Business, Small Disadvantaged Business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform below described services. "Window and Screen Cleaning Services." Contractor shall furnish all labor, supervision, management, materials, tools, supplies, equipment and all other necessary elements required for completion of the detailed services at the Phoenix and Tucson Arizona Veteran's Affairs medical facilities. Short synopsis of work: Contractor shall ensure that windows and screens are cleaned using standard commercial glazing maintenance practices at the above specified locations, in a manner that will maintain a neat and professional appearance. In addition to these services, incidental cleaning functions not specifically listed but normally included as general practice within the window cleaning maintenance industry will be provided. These shall include, but are not limited to, cleaning of insects, cleaning of window frames, sills and sashes, and replacement of component elements of window units damaged during accomplishment of contractual service. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all SDVOSB or VOSB concerns who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. The NAICS code for this service is 561720, which has a Small Business Size Standard of $18Million. All interested Offerors should submit information by e-mail, mail or ground carrier to: Southern AZ VA HealthCare System, 3601 S. 6th Avenue, Bldg 45, Room #108 (Mail Code: 9-90C), Tucson, AZ 85743 or by e-mail to Gregory.Manning2@va.gov. All information submissions shall be marked to: Attn: Gregory Manning, Contracting, and should be received no later than 2:00 pm Pacific Time on January 26, 2015. After review of the responses to this announcement and determination of whether or not there is an appropriate set-aside for the requirement, the Government intends to proceed with creation and submission of an appropriate solicitation to industry through this FBO.gov website.
