Description
This acquisition is a 100% set aside for Small Business (SB). The NAICS Code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors) $15.0 Million size standard. Please note: That this is not a request for quotes or proposals; this is a pre-solicitation notice to inform all interested parties that the VA National Cemetery Administration as directed by the VA Eagle Point National Cemetery will solicit a Small Business (SB) Set-Aside Request for Quote (RFQ). This Request for Quote (RFQ) shall be under No: VA786-15-Q-0074. The performance under this award is projected to last 4 months after date of award. The intent of an awarded contract shall be to repair the current installed HVAC systems. The current system is a Direct Exchange Geothermal Heat Pump type, manufactured by EarthLinked. BACKGROUND: The VA National Cemeteries are a resting place for our nation's heroes and as such, the standards for management, maintenance and appearance of these cemeteries have been established by the VA National Cemetery Administration (NCA) to reflect this nation's concern and respect for those interred there. NCA mission is to honor veterans with a final resting place and lasting memorials that commemorate their service to our nation. National Cemeteries are National Shrines. The standards of maintenance and appearance at these cemeteries shall reflect this nation's concern for those interred. ? The Construction of a new Administration Building (Bldg #1001) and Maintenance Building (Bldg #3002) was partially completed by a prior contractor. The buildings are currently occupied by VA cemetery staff. This project will complete the work, repair failed components, and perform start-up and Testing and Balancing (TAB) services so that the Cemetery may take beneficial occupancy of this area. The work will include repair of direct exchange geothermal heat pumps, installation of Auxiliary Cooling Modules (ACM), TAB/start-up services as well as mechanical, electrical, grading, concrete and landscaping services required to facilitate the installation. The Work will occur in and around Buildings 1001 and 3002 as depicted on attached plans and described below. Note: Where quantities are listed, they should be considered approximate. Prospective contractors should visit the site to verify exact quantities. Applicable plans and specification sections are included for reference. 1.Statement of Work: A.Mechanical - i.The current installed HVAC systems are of the Direct Exchange Geothermal Heat Pump type, manufactured by EarthLinked. All work on the EarthLinked systems must be by an authorized, trained technician who has successfully completed the training class. See website for training class information. http://www.dealers.earthlinked.com/support/training-seminars/ Installation must be made in accordance with the instructions set forth in the EarthLinked's Training class and Technical Manual (see attachment). ii.Replace 2-Ton Compressor on 1001-HP-2 Located in Admin Bldg. Prior to replacement, contact Earthlinked's tech support staff for diagnosis of compressor. iii.Install new Auxiliary Cooling Modules to serve heat pumps (1001-HP-1, 1001-HP-2, 1001-HP-3, 3002-HP-1 and 3002-HP-2) as shown on attached drawing H1.1R. The auxiliary cooling module is sold as a system component of the Direct Exchange Geothermal System and must be properly sized/matched with the compressor units in accordance with the instructions set forth in EarthLinked's Auxiliary Cooling Module Installation Manual (see attachment) All refrigerant (R-410a) in each system shall be evacuated and replaced with new refrigerant charged to proper pressure. iv.Replace thermostat for 1001-AHU-3, thermostat is located in Housekeeping A115. There is a remote sensor for the thermostat, located in Women's A112. The remote sensor does not need to be replaced. Thermostat is a HoneyWell-Prestige IAQ (model number ythx9421r5101). v.Install a new 24V Time Delay Relay to delay the start of the Energy Recovery Ventilator (1001-ERV-2) fans, located in the Administration Building Housekeeping Rm. Currently the ERV and Air Handling Unit (1001-AHU-3) start at the same time. The AHU has an ECM motor that starts slower than the full voltage motors for the ERV. The difference in start speeds results in the AHU fan to spin backwards. Contractor shall adjust the Time Delay Relay to allow for the AHU fan to reach full speed prior to starting the ERV fans. Coordinate the installation of the Time Delay Relay with electrical contractor. B.Electrical i.Provide power connections and disconnects for new auxiliary mechanical equipment as shown on the drawing E-1.1R. ii.Provide new breakers in existing panelboards in the Admin and Maintenance Buildings as shown on the drawing E-1.1R. iii.Install and wire time delay relay provided by Mechanical Contractor. C.Testing And Balancing i.Rebalance Supply airflow on Energy Recovery Ventilator (1001-ERV-1) to deliver a maximum of 300 CFM. 1001-ERV-1 is located in the Administration building mechanical room. D.Earthmoving i.Excavate for ACM pads. Install 24 inches of compacted ¾" minus base gravel under concrete pads. ii.Backfill and grade to match surrounding area. E.Concrete i.Install concrete pads for ACMs as shown on L1.1R and manufacturer requirements. Bolt ACM units to Pads. ii.Remove and replace existing concrete sidewalk to nearest joints as required to accommodate the electrical connections to Building 1001 ACMs. F.Irrigation i.Protect or temporarily relocate previously installed irrigation components. Re-install after installation of ACMs ii.Adjust heads and boxes after grading and landscape. iii.Test communication with controller (via two-wire decoder system) and adjust operation in coordination with Cemetery staff. G.Planting - i.Near Building 1001, remove impacted shrubs and restore disturbed area with wood mulch matching existing in place mulch. ii.Near Building 3002, Prepare disturbed area for sodding in accordance with Planting specification iii.Install sod and establish turf. Match existing turf sod which is a Perennial Ryegrass Blend, consisting of Brightstar SLT @17% Manhattan 4 @17%, Catalina II @17%, Silver Dollar @25% and Roadrunner @25%. H.Testing - i.Contractor to provide Testing Laboratory Services per 01 45 29 Testing Laboratory Services with the following clarifications. ii.NVLAP certification is not required, provided testing Laboratory has ODOT certifications in applicable work categories. iii.Test density of compacted gravel prior to pad installation. iv.Concrete testing may omit plant testing requirements provided the ready mix is produced at an ODOT certified plant. Test air, slump, temperature and compressive strength and monitor curing conditions in accordance with specifications. v.Landscape testing shall be omitted. I.General - i. Provide supervision and traffic control as necessary during construction. ii.Maintain proper cemetery decorum at all times. Cemetery operations take precedence over construction activities. iii.Reference Specification Section 01 00 00 for other General Requirements. iv.Protect all existing utilities. Reference Sheet L4.1 for approximate location. Contractor shall employ a private locate service to mark the location of all existing on-site utilities and protect them during construction of these improvements v.Submit Shop Drawings for review and approval per 01 33 23.
