- **NOTE - This notice replaces FBO Notice H92222-15-R-0010-DRAFTRFP** Pre-Solicitation Notice (DRAFT RFP) Description of the Requirement: The purpose of this Pre-Solicitation Notice is to inform industry of USSOCOMs intent to issue a Solicitation for the Targeted Requirement EXecution (T-REX) Contract. USSOCOM is seeking solicitation feedback from sources that can provide: Intelligence, Surveillance, and Reconnaissance (ISR) solutions across four main categories; Hardware & Modifications, Specialized Communication Solutions & Networks, Signal Processing Capabilities, and Systems Integration across the Special Operations Research, Development, and Acquisition Center (SORDAC) Program Executive Offices (PEO). Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ), Full and Open competition with up to 1 prime contract award reserved for the most highly rated small business Offeror received under this solicitation. We estimate a minimum of 3 and a maximum of 6 prime awards. Various cost type arrangements will be utilized at the delivery order level (CPFF, FFP, CPIF, and FPI). The anticipated ceiling across all awarded contracts is estimated at $750M over 5 years. Industry Day: An Industry Day is scheduled and additional details regarding Industry Day are provided via the Explicit Access Document entitled, "Industry Day." All previously confirmed registrants for T-REX Industry Day attendance are still valid. To gain explicit access to the Industry Day and Draft RFP information, Vendors must request Explicit Access via this FBO post AND submit their Cage Code to both of the POCs below (in one email) so USSOCOM Security can verify proof of a current: • TOP SECRET Facility Clearance, AND • SECRET Level of Safeguarding **Email and/or phone call requests will not be accepted** This precaution has been established to limit the dissemination of sensitive unclassified information, and proof of Top Secret Facility Clearance and Secret Level of Safeguarding are required for this effort (REF Section J, Attachment J-2). Under no circumstance will interested Prime Contractor Offerors be able to utilize a potential Sub-Contractor's Storage and/or Safeguarding capability as proof of Storage and/or Safeguarding capability. The only way to initiate the verification process and gain explicit access to the documents is to request via this FBO posting AND send an email with your Cage Code to both of the POCs in this notice. Interested vendors need to ensure their FBO account has their current Cage Code and correct Vendor information attached to their profile. FCL verification is required prior to the Government granting access to any prospective Offeror. NOTE - Verification can take up to 1 business day to process. Requests for Explicit Access received on a Friday after 12:00 pm Eastern Time will not begin verification until the next business day. This notice is NOT a formal solicitation and does not constitute a Request for Proposal (RFP). Please direct industry questions or comments regarding the pre-solicitation/DRAFT RFP notice in writing to the point of contact below. **Proposals will NOT be accepted** Once you have been granted explicit access, all questions regarding this Draft RFP or Industry Day must be emailed to the Contracting Officer.As a part of your reviewe, we would like your input on the DRAFT RFP to include all attachments. When commenting on the DRAFT RFP, please so do within the documents utilizing the track changes AND comments feature. No further information is available from the contracting office at this time.
