Description
NASA/KSC has a requirement for Restraint and Release Actuators (RRA). The Contractor shall furnish all the personnel, materials, equipment, facilities, tools, and services required to perform all tasks and analyze, design, procure, manufacture, inspect, test, and deliver the hardware and data. The Contractor shall provide the materials and labor to provide the ten (10) qualification units and forty (40) flight-unit Restraint and Release Actuators for the SLS VS within the required schedule. These units will be incorporated into the Vehicle Stabilizer, which supports the SLS launch vehicle when integrated on the launch pad up until the moment of launch. At launch, the Restraint and Release Actuators release the Vehicle Stabilizer from the SLS vehicle, allowing the VS to be safely retracted as the vehicle lifts off. The VS supports the SLS vehicle during vehicle assembly and preparation, roll-out to the launch pad, and during wind and other environmental events. NASA/KSC intends to purchase the items from NEA Electronics. NEA Electronics is the only available source that can deliver a partially reusable, split-spool type Restraint and Release Actuator that will work in conjunction with the VS needed by the Government. NEA possesses the combined qualifications to deliver the required Restraint and Release Actuators that has substantial flight heritage, The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 11, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
