Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE MODIFICATION. The United States Department of Energy?s (DOE), Office of Headquarters Procurement Services, Office of the Under Secretary for Management and Performance intends to award a sole source modification. This modification is to existing contract DE-HS0000018, under the authority of Federal Acquisition Regulation (FAR) ? 6.302-1, 41 U.S.C. 3304(a)(1), to Paragon Technical Services Inc. (3455 Mill Run Drive, Suite 400, Hilliard, OH 43026-4400). The current contract is scheduled to expire on December 25, 2014. The proposed modification will be for a 180 day extension. This includes a three (3) month base and an additional three (3) one (1) month option periods. This modification will extend the existing contract to provide a continuation of services, until a new contract is awarded in response to DE-SOL-000576. The anticipated award date of the follow-on contract is no later than June 25, 2015. Due to being the incumbent contractor, Paragon Technical Services, Inc. is the only responsible source for the modification to extend the current contract. Implementing this modification will prevent potential barriers, to accomplishing the agency?s mission, which would occur in the event of an interruption to the work currently being performed. Paragon Technical Services, Inc. provides fully trained and qualified personnel (armed and unarmed) to guard and protect the personnel, premises, facilities, and property utilized by DOE HQ. The incumbent contractor understands the potential threats contained in the classified DOE Design threat Statement and knows how to apply these principles when developing site specific safeguards and security programs. Paragon also has strategies in place to counter the use of weapons of mass destruction (nuclear, chemical, and biological); and the aspects of Presidential Decision Directives 39 and 62 dealing with terrorism and counter terrorism. The in cumbent has implemented complex security operations that are highly effective based on historical actions. Attempting to award a short-term contract to cover these requirements, pending award of the follow-on contract, is not reasonable. This entails a transition during a six month period, from the incumbent, to the short term contractor, and then to the follow-on contractor. Not having a transition period and having a short term contractor creates significant potential for poor decision-making and could jeopardize national security. Under this proposed contract modification, the scope of work will not be modified. The mission of the protective force contract is the physical protection of critical security interests to include Classified and Sensitive Information, Property, Unclassified Facilities and personnel. The applicable NAICS code is 561612, Security Guards and Patrol Services, with a size standard of $20.5M. Continuous protective services are required 24 hours per day, 365 days per year. This is a notice of intent to award a modification under the current contract and is not a request for quotes or proposals and no solicitation is forthcoming. The determination not to compete this proposed contract action is solely within the discretion of the Government. Interested parties must provide evidence of their capability to fulfill this requirement by December 11, 2014 at 3:00 P.M. Eastern Standard Time. Responses must be submitted to Melissa Pine, Contract Specialist via email at Melissa.Pine@hq.doe.gov. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not harm security interests of the Department of Energy. DOE will not be responsible for any costs incurred by responding to this Notice. This Notice in no way obligates the Government to award any modifications to the existing contract.
