- The United States Environmental Protection Agency (EPA) Office of Acquisition Management (OAM) on behalf of the Office of Chemical Safety and Pollution Prevention (OCSPP) Office of Pollution Prevention and Toxics (OPPT) intends to execute a modification to extend the period of performance under contract EP-W-09-024 with Battelle Memorial Institute using the authority of FAR Part 6.302-1. The modification will allow for continued support of ongoing OPPT regulatory and non-regulatory efforts so that there is no lapse in service while the follow-on contract is competed. Uninterrupted support is required for high priority projects including support for work plan chemicals; the Lead Public & Commercial Buildings rulemaking of the Toxic Substances Control Act (TSCA) Title IV; support for the Renovation, Repair and Painting rule of TSCA Title IV; and support for the laboratory analyses and identifications for samples collected in the 2013-2014 National Rivers and Streams Assessment (NRSA) in the National Aquatic Resource Surveys (NARS) program. The EPA intends to extend the contract for six months. This extension is necessary due government delays in awarding the competitive follow-on contract. The period of this extension is from December 22, 2014 through June 22, 2015. NO SOLICITATION IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that Battelle Memorial Institute is the only source that meets the Government?s requirements. Notwithstanding, any firm that believes it is capable of meeting EPA?s requirement as stated herein, may submit its capability by 4:00 PM on Thursday, December 11, 2014, which may be considered by the Government. A determination not to conduct a competitive acquisition based upon the responses to this notice is solely within the discretion of the Government.
