This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. GSA Schedule Bids Only: Sellers bidding on this opportunity MUST have the items requested on an existing GSA Schedule. The Schedule must either be in the Seller's name or the Seller must be able to document its ability to act as an agent of a partner's Schedule. Sellers must not bid more than their applicable contract ceiling price, excluding the FedBid Fee, for contract-specific items. If FedBid receives notice that, due to inclusion of the FedBid Fee, the Selected Bid's line item pricing is higher than the Selected Seller's applicable published government contract pricing, the FedBid Fee will be reduced to ensure the Selected Bid's line item pricing does not exceed the Selected Seller's applicable contract pricing. NO SUBSTITUTIONS*** ****NON PRICE FACTORS SUCH AS DELIVERY AND VENDOR PERFORMANCE MAY BE CONSIDERED IN AWARD RESULTING FROM THIS SOLICITATION, THEREFORE AWARD MAY NOT BE TO LOWEST BIDDER**** ***Preferred method of payment is WAWF and is highly recommended*** If you quote a substitute your MSDS will be submitted to the Tobyhanna Army Depot hazmat review board for approval if you are the lowest bidder. If you are not the lowest bidder you still have the option of submitting your MSDS for any material to the Tobyhanna Hazmat Review board on your own. Because of the over abundance of late deliveries recently, venders will be required to give cost consideration for any order over 5 days late. Consideration to report the company to FEDBID will also be applied. No quote should be rejected at anytime it is the sole discretion of the purchasing agent to disqualify any proposal. It is the Government's belief that Independent Chemical, the Original Item Manufacturer (OEM), and their authorized distributors if any can provide this item. The Government believes they do not have any authorized distributors that we know of. The TYAD Hazardous Material Review Board has not approved alternative materials for the intended use on post. All technical and engineering data is proprietary to the OEM and therefore is not available for release. If you are not an authorized distributor and are not submitting a brand name item, same (form fit and function) you must submit a complete specifications and data package. Haz-mat Item. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, APG - Tobyhanna intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. APG - Tobyhanna is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids.All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
