Description
The Network Contracting Office (NCO) 4 is issuing this request for information/sources sought notice in order to identify businesses that have the resources, capabilities, and expertise to provide teleradiology services for VA Pittsburgh Healthcare System's (hereinafter referred to as VAPHS) Imaging Service. The Contractor shall furnish all personnel to provide services necessary to Teleradiology Services to eligible beneficiaries of the VAPHS. The contractor shall provide professional offsite radiology services for after-hours interpretation of imaging studies performed at the VAPHS. Specifically, the contractor will provide final interpretations for imaging studies performed 5PM-8AM 7 days per week, 365 per year. There needs to be an interpretation of each imaging study available within 60 minutes after the completion of the study for each case. This will be in the form of a final interpretation within 60 minutes, followed by a final interpretation within 4 hours. Each final interpretation needs to be in the form of electronic signed report in the VA hospitals information system. There may be infrequent occasions where the final interpretations of imaging studies are requested for periods between the hours of 8:00 AM and 5:00 pm (daylight). These circumstances would occur only during delay in image readings. This would be considered a rare and exceptional circumstance but the services would need to be available. Contractors must have able to support Nuance PowerScribe 360, Philips IntelliSpace PACS 4.4 and Windows 7 or demonstrate capability to obtain this ability within 30 days of a contract award. NCO4 is seeking responses to the following types of information from businesses that consider themselves to have the resources, capabilities and expertise essential to providing the teleradiology services: 1. Company name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), person of contact (including telephone number & email address). 2. Previous experience in providing teleradiology services for government or non-government healthcare entities (i.e., VA Medical Centers, hospitals). 3. Common approach(es) to teleradiology operations. 4. Common obstacles and risks associated with providing teleradiology services. 5. Common performance standards and assessment methods. 6. Capability to support Nuance PowerScribe 360, Philips IntelliSpace PACS 4.4, Windows 7 or capability to obtain in 30 days of a contract award. 7. Other information relevant to teleradiology services that's not addressed in 1- 6 that would be beneficial to Pittsburgh VA Medical Center's endeavor in developing its requirement. Responses to the information requested above may be submitted (1) via email to Kristina.Weir@va.gov. The results of this market research will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). Responses must be submitted by 11:00 AM (EST) December 8, 2014. This request for information/sources sought synopsis is for planning purposes ONLY. NCO4 assumes no responsibility for any costs incurred associated with the preparation of responses submitted as a result of this notice.
