CONTRACTING OFFICE ADDRESS AND POINTS OF CONTACT (POC) Address AFRL Det 8/RVKVB 3550 Aberdeen Ave SE Kirtland AFB NM, 87117-5776 Contracting POC Contracting Officer: Mr. Francis M. Eggert, AFRL/RVKVB Phone Number: 505-846-7603 Email: Francis.Eggert@us.af.mill Contract Specialist: Mr. Ambros D. Montoya, AFRL/RVKVB Phone Number: 505-853-4170 Email: Ambros.Montoya@us.af.mil Technical POC Program Manager: Captain Lonnie E. Middleton, AFRL/RVBYE Phone: 505-846-6114 Email: lonnie.middleton@us.af.mil 2. DESCRIPTION The Air Force Research Laboratory, Space Vehicles Directorate, Battlespace Surveillance Innovation Branch (RVBY), Kirtland AFB, NM is seeking information to support its research and development (R&D) mission to advance radiation hardened, space-worthy lasers for use in atomic systems. The AFRL Strategic Atomic Navigation Devices and Systems (SANDS) program, seeks to advance robust precision radiation hardened lasers through partnerships with industry. The SANDS portfolio is comprised of solid state inertial navigation instrumentation (i.e., accelerometers, gyroscopes and inertial measurement units) development, inertial navigation test and evaluation, radio frequency position, navigation and timing algorithm development and demonstration, and cold atom-based precision timing and inertial navigation systems research and development. 3. OVERVIEW OF INTEREST A development effort is being considered to develop and demonstrate robust precision radiation hardened laser sources for use in atomic systems such as atomic frequency standards for space-based and strategic systems. Technical responses are expected to demonstrate a detailed understanding of continuous wave (CW), narrow line-width lasers intended for alkali and alkali-earth atomic systems, particularly Rubidium (Rb), Cesium (Cs), Strontium (Sr), and Calcium (Ca). The laser system desired shall output on the order of 500 mW of CW power, be initially space radiation hardened with a feasible path to hostile radiation hardening, and designed in such a way to survive launch and operate on-board a space payload in Middle-Earth Orbit (MEO) with a feasible path to strategic system applications. It is anticipated that the initial task for this development will be a trade study of potential laser system architectures at any or all of the following frequency standards listed below: Element Wavelength(s) [nm] Rubidium 778, 1556 Cesium 852 Strontium 461, 689, 922, 1378 Calcium 423, 657, 846, 1314 The trade study will identify system architectures which can fundamentally meet or exceed performance requirements under radiation and space launch environments. Subsequent tasks include the design, construction and testing of a prototype laser system. The system will be tested for both survivability and performance under a variety of natural and man-made radiation events including prompt dose, extended exposure of proton, gamma ray and x-ray radiation. Relative launch environments levels (e.g., vibration, shock, g-loading, and thermal vacuum) will be provided by AFRL separately upon request. While the prototype units are not expected to be flight-qualified, demonstration of launch suitability is a primary objective. Interested parties will need the capability to perform across the entire technical area. Respondents may provide a Statement of Capabilities (SOC) to meet all items in the technical area. 4. REQUESTED RESPONSE, FORMAT, & SUBMISSION Interested businesses are requested to submit a SOC no later than 22 December 2014 at 1200 p.m. (NOON); Mountain Standard Time (MST). For each Technical Area of interest, please provide sufficient written information to indicate capacity and any other specific and pertinent information that will enhance this effort. Each submission must address items 1-8 listed below. 1. Company Name and Mailing Address 2. CAGE Code and DUNS Number 3. Respondent's technical and administrative POC, title, telephone number, and e-mail address. 4. Business Size Status (i.e. 8(a), HUBZone, woman-owned, Service Disabled Veteran-Owned, Small business, Large Business, Historically Black College/University). Also, indicate if entity is minority-serving institutions of higher education that meet the definition of "Covered Institution" as defined in 10 USC 2362 Covered Educational Institution is (1) an institution of higher education eligible for assistance under title III or IV of the Higher Education Act of 1965 (20 U.S.C. 1501 et seq); or (2) an accredited postsecondary minority institution.) 5. If respondent's interest is in subcontracting possibilities, please indicate this clearly. 6. DCAA-Approved accounting system in place to adequately track and accumulate expenditures 7. Relevant experience in the past five years in the technical areas of interest 8. Availability of an adequate number of qualified personnel to support the effort Submit SOC (original plus 2 copies) for Radiation Hardened Laser for Atomic Systems to AFRL Det 8/RVKVB, Attn: Mr. Francis M. Eggert, 3550 Aberdeen Ave SE, Bldg 570, Kirtland AFB NM, 87117. The SOC is limited to 15 pages, single-spaced, Times New Roman 12-point font, excluding resumes. Resumes of key personnel who might be assigned (not including clerical) may be included. Submitted information shall be unclassified. 4. QUESTIONS AND ANSWERS If you have any Questions, then please reference the page and paragraph numbers above and identify yourself and company you represent and have your contracting administer send your questions to the Contracting Officer and Contract Specialist listed in paragraph 1 above by e-mail.
