Description
The Naval Air Systems Command, Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure, on an other than full and open competition basis under the authority of FAR 6.302, only one responsible source and no other supplies or services will satisfy agency need. This contract is for research and development for the AV-8B Joint Systems Support Activity (JSSA). The Navy intends to enter into negotiations for a Cost Plus Fixed Fee (FFP) contract. The contract period of performance is for two years. Until recently the AV-8B has been constrained by internal volume from implementing Link-16 i.e., there was no place in the aircraft to place a Link-16 MIDS terminal. The hardware technology for Link-16 has now produced several small form factor Link-16 terminal product lines that canbe accommodated inside the AV-8B aircraft. A technical demonstration is necessary to confirm at least one of the available small form factor Link-16 products can achieve functionality using existing aircraft electrical power, antennas and computer processing. Modifications to the Interference Blanker Unit and the Identification Friend or Foe avionics will also be required. These are the tasks that necessitate a sole source contract to the Original Equipment Manufacturer (OEM) of the aircraft. The results of the technical demonstration will be the basis for an Engineering Change Proposal to implement Link-16 in the AV-8B fleet. The estimated total value of the contract is $11.4M. This notice of intent is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement may submit a written response to be received at the contracting office no later than 15 days after the date of publication of this notice, clearly showing its ability to do so without causing programmatic hardship or duplication of cost to the Government. Requests for the solicitation shall be submitted to the contracting office and reference solicitation number N68936-15-R-0049. All responsible sources may submit a proposal, which shall be considered by the agency.
