Description
The intent of this action is to allow existing Contractors under Multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts (DTNH22-13-D-00300 – Diversified Technical Systems, Incorporated, DTNH22-13-D-00302 – Jasti-Utama, Incorporated, and DTNH22-13-D-00303 – SACO Research LLC) to extend their offerings to include Engineering Services related to the manufacture of anthropomorphic test devices (ATDs) via modification to their contracts. Notice of Intent Synopsis: The intent of this action is to allow existing Contractors under Multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts (DTNH22-13-D-00300 - Diversified Technical Systems, Incorporated, DTNH22-13-D-00302 - Jasti-Utama, Incorporated, and DTNH22-13-D-00303 - SACO Research LLC) to extend their offerings to include Engineering Services related to the manufacture of anthropomorphic test devices (ATDs) via modification to their contracts. After monitoring the performance of the all the Contractor for almost a year, NHTSA has conducted market research and identified that the business landscape has evolved and the Contractors who did not initially intend to offer Engineering Services as part of their IDIQ contract may now be capable of providing such services which are of interest to the Government. As such, the Government invites these Contractors to submit a proposal to provide for Engineering Services outlined in sections C.4.2, C.4.3, and C.4.4 of the base contract. Relevant segments of the potential requirements are reiterated herein for convenience: C.4.2 PROVIDE PRODUCTION ANTHROPOMORPHIC TEST DUMMIES, REPLACEMENT PARTS, AND INSTRUMENTATION THAT ARE CURRENTLY AVAILABLE, BUT ARE NOT SPECIFIED IN PART 572 There are existing test dummies and parts which may be used for Vehicle Safety Research, Safety Assurance, and New Car Assessment Program (NCAP) test programs but which are not yet specified in CFR, Part 572. C.4.3. PROVIDE PROTOTYPE ANTHROPOMORPHIC TEST DUMMIES, AND/OR PARTS, AND/OR INSTRUMENTATION THAT ARE UNDER DEVELOPMENT, INCLUDING REPLACEMENTS OR MODIFICATIONS TO PART 572 SPECIFIED PARTS The Contractors shall provide products such as dummies and dummy components which are under development by the agency and the manufacturers. In a research and development environment and as a test device to assure safety standards are met, new enhancements to the anthropomorphic test dummies are common and must be available for purchase and testing, often before their incorporation into the CFR. C.4.4 PROVIDE ENGINEERING AND TECHNICAL SERVICES FOR THE DESIGN AND DEVELOPMENT OF NEW OR MODIFIED ANTHROPOMORPHIC TEST DUMMIES AND INSTRUMENTATION The Contractors shall provide NHTSA with design services, computer modeling and simulation services, CAD drawing services, prototype parts fabrication, basic research, and general labor in the development of advanced anthropomorphic test devices. Such proposals shall be prepared according to Section L of the RFP, and will be evaluated concurrent with the evaluation factors in Section M of the RFP. It is not necessary that all of the requested services be performed by Contractor employees or personnel otherwise retained by the Contractor, as the contractors may subcontract if necessary provided the subcontracting plans are included in the proposal. Specific Requirements: Subsequent to the successful evaluation of proposals and modification to the respective contract, NHTSA intends to evaluate the Technical Proposal submitted by the Contractors of DTNH22-13-D-00300 - Diversified Technical Systems, Incorporated, DTNH22-13-D-00302 - Jasti-Utama, Incorporated, DTNH22-13-D-00303 - SACO Research LLC, and as well as the Request for Proposal from DTNH22-13-D-00301 - Humanetics Innovative Solutions, Incorporated for the procurement of engineering and technical services to manufacture complete ATDs and/or ATD parts. Specifically NHTSA intends to evaluate proposals from the holders of these contracts to manufacture three THOR 5 th percentile female (THOR-05F) ATDs based on the existing THOR 50 th percentile male (THOR-50M) design. The Contractors would be required to manufacture complete ATDs and/or ATD parts based on drawings or 3D parametric databases provided by the Government. The Contractor would be required to test and evaluate these parts based on the biofidelity and/or qualification requirements provided by the Government, and make any necessary modifications to the design features or materials in order to meet the agreed-upon requirements. Offerors who believe they have the technical capabilities to perform the work may submit a capability statement for review and consideration. However, the Government still reserves the right to pursue the modification of our existing contracts with Diversified Technical Systems, Incorporated, Jasti-Utama, Incorporated, SACO Research LLC, and Humanetics Innovative Solutions as listed above.
