- MCWS Sources Sought / Request for Information THIS IS A SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION (RFI) ANNOUNCMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. THIS SOURCES SOUGHT NOTICE/RFI IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE MISSILE DEFENSE AGENCY (MDA) TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. NEITHER UNSOLICITED PROPOSALS NOR OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS SOURCES SOUGHT/RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. The Missile Defense Agency, Director for Acquisition (MDA/DA), is conducting market research for an MDA Contract Writing System (MCWS). MDA is currently soliciting feedback from industry concerning contract writing and management systems deployed within the Federal and/or Department of Defense environment. The scope of the preferred solution encompasses full acquisition management and contract lifecycle management, not simply a contract writing system. All information contained in the Sources Sought Synopsis/RFI is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested may be used by the MDA in support of a Business Case Analysis (BCA) submission to DoD Defense Procurement and Acquisition Policy (DPAP) to facilitate decision making and will not otherwise be disclosed outside of MDA. The determination of a procurement strategy, based in part upon submissions by interested parties, is solely within the discretion of the Government. The MDA may, as a result of the information provided, invite individual vendors to provide a "Vendor Presentation", to further demonstrate the capabilities of their specific system. Participation will be by invitation only, and may require additional data submissions.
