Amendment One - Environmental Protection Agency Region 3 Delivery of Air TO-15 Analytical Services RFQ-PA-15-00004 - Quotes (including amendment acknowledgement) due to CO by 10am ET Th 11/13/14 The above numbered solicitation is amended as set forth below. The hour and date specified for Receipt of Quotes is not extended. Revised Schedule 21 day TAT Full Scans NTE 400 samples@$_____=$_____ Surcharge Full Scans & SIM Scans Or Surcharge Full Scans & Low Level Scans NTE50samples@$___=$___ [Applies to samples submitted which require Full Scans for most analyses but SIM or Low Level (lower QLs) for a subset of analytes] Surcharge Preliminary Results 5 day TAT NTE 100 samples@$____=$___ Canisters Received FOB Destination by Govt 15 days After Tasking Document Issuance ? No Extra Charge Restocking Charge for Acceptable Unused Canisters Returned by Govt NTE 60 canisters@$____=$____ The same unit prices shall apply up to the max quantity for each item. The guaranteed minimum amount the Govt will order is $35,000. Do not exceed NTE quantities without CO written approval. Copies of invoices to be sent to CO. Q&As Q1) Method TO-15 Scan (routine): a.The laboratory cannot achieve the requested RLs of 0.5 ppbv for the following compounds: oPropylene (CAS # 115-07-1) oEthanol (CAS # 64-17-5) oAcrolein (CAS # 107-02-8) oIsopropyl Alcohol (CAS # 67-63-0) oAcetone (CAS # 67-34-1) oVinyl Acetate (CAS # 108-05-4) oEthyl Acetate (CAS # 141-78-6) o1,4-Dioxane (CAS # 123-91-1) The laboratory?s RL for each of the above referenced compounds is 5.0 ppbv. A) 5.0 ppbv MRLs are acceptable for Routine propylene, ethanol, acrolein, isopropyl alcohol, acetone, vinyl acetate, ethyl acetate, and 1,4 dioxane as long as the lab reports results down to the associated MDL. Results reported between the MDL and MRL shall be qualified ?J?. Q2) Based on the list of compounds from Table 1: while most of the Required Reporting Limits for the compounds listed can be met, the following compounds have a higher MRL than specified on Table 1: (Acetone, Ethanol, Acrolein, Isopropyl Alcohol, Carbon Disulfide, Vinyl Acetate, 2-Butanone). A)5.0 ppbv MRLs are acceptable for Routine acetone, acrolein, ethanol, isopropyl alcohol, and vinyl acetate as long as the lab reports results down to the associated MDL. Results reported between the MDL and MRL shall be qualified ?J?. 1.6 ppbv MRL is acceptable for Routine carbon disulfide as long as the lab reports results down to the associated MDL. Results reported between the MDL and MRL should be qualified ?J?. 1.7 ppbv MRL is acceptable for Routine 2-butanone as long as the lab reports results down to the associated MDL. Results reported between the MDL and MRL shall be qualified ?J?. Q3) We do not report Acrolein which is on the target list. A) Acrolein may be reported as a target compound or as a TIC at no extra cost. Q4) We can achieve all required reporting limits in Table 1 via low-level SCAN mode. Is this acceptable in lieu of SIM? A) Low-Level full SCAN method is acceptable in lieu of SIM provided all required SIM reporting limits in Table 1 are achieved. Q5) The laboratory does not offer TO-15 SIM analysis; however, we do have a TO-15 Low Level full scan method which does meet the requested TO-15 SIM reporting limits for most compounds in this solicitation. A) Low-Level full SCAN method is acceptable in lieu of SIM provided all required SIM reporting limits in Table 1 are achieved. Q6) Please note that the laboratory only analyzes indoor air or ambient air samples by the TO-15 Low Level analysis. A) SIM or Low-Level analyses shall only be performed on indoor air samples or ambient air samples. Q7) Method TO-15 Low-Level: The laboratory cannot achieve the requested RLs of 0.07 ppbv for chloromethane and dichloromethane. The laboratory?s RL for chloromethane and dichloromethane is 0.10 ppbv. A) 0.10 ppbv MRLs are acceptable for Low-Level chloromethane and dichloromethane as long as the lab reports results down to the associated MDL. Results reported between the MDL and MRL shall be qualified ?J?. Q8) The laboratory does not support the following compounds by method TO-15 Trace (low level): o Freon 113 (CAS # 76-13-1) o Styrene (CAS # 100-42-5) o 1,3-dichlorobenzene (CAS # 541-73-1) o Benzyl chloride (CAS # 100-44-7) o 1,4-dichlorobenzene (CAS # 106-46-7) o 1,2-dichlorobenzene (CAS # 95-50-1) o 1,2,4-trichlorobenzene (CAS # 120-82-1) o Hexachlorobutadiene (CAS # 87-68-3) A)Low level analyses shall not be required for freon 113, styrene, 1,3-dichlorbenzene, benzyl chloride, 1,4-dichlorbenzene, 1,2-dichlorbenzene, 1,2,4-trichlorbenzene, and hexachlorobutadiene. Q9) For the LCS % recovery - Can the laboratory use control chart generated limits rather than 70-130%? A) The laboratory may use their control chart generated limits as long as they are equal to or tighter than 70-130%. Q10) Typically a canister is considered ?clean? for SCAN analyses if the analysis shows <0.2ppbv of any target analyte and less than the MRL for SIM analyses. Canister cleaning requirements clarification is needed because in the US EPA SOW p6 of 39 states canisters will be cleaned to less than the detection limit concentrations for SCAN or SIM. A) Cleaning to <0.2ppbv for SCAN and less than the MRL for SIM or Low-Level is acceptable. Q11) Do you have a projected schedule of sampling events and the number of cans required per event? A) The Govt does not have a projected schedule of sampling events and the Govt does not have the number of cans required per event. Estimates are based on previous years historical data. This does not mean the Government will order estimated amounts again. Please refer to the guaranteed minimum set forth in the RFQ. Q12) Can [quoters] provide separate pricing for SCAN and SIM mode analysis? A) See revised schedule. Q13) Please clarify how the laboratory is to populate the surcharge SIM field. Should there be a field for standalone SIM Pricing? A) See revised schedule. Q14) In the SOW it is stated that "On occasion, the project shall require reporting of compounds not listed in Table 1. For these projects, the compounds shall be reported as Tentatively Identified Compounds (TICs)." Can we provide separate pricing for those samples that will require TO-15 analysis and TICs? A) All samples shall require TICs to be reported. TICs shall be reported at no extra cost to the Govt. Q15) Can you provide an estimate of how many samples will require TICs to be reported? A) All samples shall require TICs to be reported. TICs shall be reported at no extra cost to the Govt. Q16) Can cans be batch certified or do they each need to be certified clean? A) All cans shall be individually certified clean at no extra cost to the Govt. Q17) Is it acceptable to have the vacuum/pressure gauge attached to the flow controller or does the gauge need to be part of the can? A) It is acceptable to have the vacuum/pressure gauge attached to the flow controller. The Govt will not be charged for any restocking fee for any canister that, upon receipt, is found to have ?leaked? and lost vacuum. The lab contractor will be responsible for any return shipping fee regarding any canister that, upon receipt, is found to have ?leaked? and lost vacuum. Q18) Please note that the laboratory does not certify the entire sampling trains for cleanliness, as only the canisters are certified. The flow controllers do go though [sic] a cleaning process. A) Entire sampling trains need not be certified. It is acceptable for only the canisters to be certified provided the flow controllers go through a cleaning process. Q19) Are unlined passivated canisters acceptable?? A) Unlined passivated canisters are not acceptable. Q20) Typically clients choose 1 unit for EDDs. For EDDs, please specify the units you would like these reported in. A) EPA requires both units to be reported in the EDDs. Q21) The laboratory will supply a ?CLP-like? level IV data package including a table of contents; however, the data package will not include ?DC-1?, ?DC-2?, or original documentation. A) DC-2 is equivalent to the table of contents and this is acceptable. Copies of original documentation, either photocopies or electronic in PDF format are acceptable. Information included in the DC-1 may be presented in other forms (eg: laboratory narrative). FAILURE OF YOUR ACKNOWLEDGMENT OF THIS AMENDMENT TO BE RECEIVED AT THE PLACE DESIGNATED FOR THE RECEIPT OF QUOTES PRIOR TO THE HOUR AND DATE SPECIFIED MAY RESULT IN REJECTION OF YOUR QUOTE. If by virtue of this amendment you desire to change a quote already submitted, such change may be submitted provided the change references the solicitation and this amendment, and is received prior to the closing hour and date specified. Except as provided herein, all terms and conditions of the referenced document, as heretofore changed, remains unchanged and in full force and effect.
