- Description
- The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Firm-Fixed-Price (FFP), sole source contract with General Nucleonics Inc. (GN) in Pomona, CA for the replacement of Inflight Blade Inspection System (IBIS) safety covers on the CH-53 and MH-53 Heavy Lift Helicopter. The covers will resolve a potential hazard triggered by extreme pressure when utilizing the IBIS. The Contractor is expected to produce approximately 3,054 covers for delivery to the Government in FY15. This action is being awarded on a sole source basis to GN in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Due to the radioactive Strontium 90 element inside of the IBIS, GN will not qualify the IBIS 'safe for use' in accordance with its license by the Nuclear Regulatory Commission if another source is used to provide the IBIS cover. This notice of intent is not a request for competitive proposals; however, responsible sources may submit a capability statement, which will be considered by NAVAIR.
