Description
The U.S. Environmental Protection Agency (EPA), Testing and Advanced Technology Division (TATD), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, requires a complete test system for performing mid-range engine testing. These test systems will produce data of highest precision and accuracy with a high level of certainty, in a manner that can be comprehensively demonstrated and documented. The acquisition of this Commercial item will be subject to Full and Open Competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 334519 Other Measuring and Controlling Device Manufacturing with a size standard of 500 employees. EPA seeks a test cell that will be used for engine compliance testing to support EPA's compliance activities. The engines to be tested are primarily nonroad diesel engine applications, and are used in agriculture equipment, construction equipment, and generators in the 30 to 150 kW range. These engines are regulated under 40 CFR, part 1039, Control of Emissions from New and In-Use Nonroad Compression - Ignition Engines. Part 1039 requires the use of 40 CFR, part 1065 for the testing procedures. The test site will be designed for engines meeting the Nonroad Tier 4 emissions standards. The primary usage of the test cell will be for nonroad engines, however, 2010 or later on-highway engines could also be tested. This requirement is for a complete integrated engine test cell. There are seven major systems included in this procurement: 1. Automation System; 2. Engine Dynamometers; 3. Emission Sampler, CVS and PM measurement; 4. Analytical Systems; 5. Intake Air Measurement; 6. Fuel System (Option); 7. Cooling Systems (Option). The contractor shall have total system responsibility, which shall include all phases of the project, design/configuration, assembly, integration, quality assurance, delivery to EPA-NVFEL, installation, calibration, commissioning, acceptance testing, documentation and training of EPA staff. The contractor shall be responsible for documenting measurement traceability and system acceptance in a manner suitable for audit to ISO 17025 standards. Award will be made on a Best Value Basis. All non-price evaluation criteria, when combined, are significantly more important than price. Anticipated non-price evaluation criteria include demonstrated ability of the proposed system to meet or exceed the SOW requirements; past performance record under comparable contracts; and relevant previous experience.
