Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Orbit Communication Systems, Inc. for the Airborne Digital Audio Management System (ADAMS) replacement parts for the Aircraft Operation Center's N43RF aircraft located at MacDill AFB, FL. The replacement parts are seven (7) Audio Control Panels (ACP), Part Number AL-23-2140-56 and one (1) Lighted Bezel Assembly, Part Number 23-3070-56. Also included is the option to procure up to two additional Audio Control Panels, one Lighted Bezel Assembly, and one Audio Management Unit, Part Number AL-20-3200-56 no later than September 30, 2015. The original procurement for the design, engineering drawings, and complete audio control system, competed in August 2010, was awarded to Orbit Communications Systems, Inc. The Orbit Adams Audio Communications system version used on the NOAA aircraft is customized for the NOAA aircraft. Orbit Communications Systems, Inc. is the manufacturer and designer of the ADAMS model audio communications system installed on NOAA aircraft N42RF, and soon to be installed on N43RF. The Replacement Lighted Bezel assembly is a replacement part for the lighted push-button panel portion of the ACPs. The assemblies are custom made and individually cut and etched. The Audio Management Unit (AMU) is the "brains" of the Orbit ADAMS aircraft audio communications system. The audio control panels, Audio Management Unit, and spare Lighted Bezel are components of the Orbit ADAMS brand audio communications system. Extensive certification and approval testing of this exact item has been performed to verify it meets all Safety of Flight and other requirements for use on the NOAA research aircraft. The interface between the ACP and other components of the ADAMS audio communications system is proprietary and unique. These components are offered only through the original manufacturer, Orbit Communications Systems, Inc. Sources Sought This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the replacement may submit substantiating documentation in writing within ten days of this notice. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Region Acquisitions Division-Kansas City requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
